1.1 A bill for an act 1.2 relating to capital investment; appropriating money for public infrastructure 1.3 improvements in the city of Plymouth; authorizing the sale and issuance of state 1.4 bonds. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. PLYMOUTH; CITY CENTER REVITALIZATION PROJECT. 1.7 Subdivision 1.Appropriation.$26,000,000 is appropriated from the bond proceeds 1.8fund to the commissioner of employment and economic development for a grant to the city 1.9of Plymouth to design, construct, renovate, equip, and furnish public infrastructure in the 1.10area bounded by Vicksburg Lane and Trunk Highway 55 in the city of Plymouth, known 1.11as the Plymouth City Center. This appropriation includes money for stormwater ponding, 1.12a public parking ramp, reconstruction of Plymouth Boulevard, and an expansion of the 1.13Plymouth Ice Center and associated roadway realignment. 1.14 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond 1.15proceeds fund, the commissioner of management and budget shall sell and issue bonds of 1.16the state in an amount up to $26,000,000 in the manner, upon the terms, and with the effect 1.17prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota 1.18Constitution, article XI, sections 4 to 7. 1.19 EFFECTIVE DATE.This section is effective the day following final enactment. 1Section 1.
