                            1.1	A bill for an act​
1.2 relating to energy; exempting electricity generated outside the state from the​
1.3 requirement that a certain proportion of retail electricity be carbon-free by certain​
1.4 dates; amending Minnesota Statutes 2024, section 216B.1691, subdivision 2g.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 216B.1691, subdivision 2g, is amended to​
1.7read:​
1.8 Subd. 2g.Carbon-free standard.In addition to the requirements under subdivisions​
1.92a and 2f, each to the extent an electric utility must generate or procure sufficient generates​
1.10or procures electricity generated from a carbon-free energy technology to provide the electric​
1.11utility's retail customers in Minnesota, or the retail customers of a distribution utility to​
1.12which the electric utility provides wholesale electric service, so that generation source within​
1.13Minnesota, the electric utility generates or procures must generate or procure an amount of​
1.14electricity from carbon-free energy technologies that is equivalent to at least the following​
1.15standard percentages of the electric utility's total retail electric sales to retail customers in​
1.16generation or procurement from sources within Minnesota by the end of the year indicated:​
80 percent for public utilities; 60 percent for​
1.18	other electric utilities​
2030​1.17 (1)​
90 percent for all electric utilities​2035​1.19 (2)​
100 percent for all electric utilities.​2040​1.20 (3)​
1.21 EFFECTIVE DATE.This section is effective the day following final enactment.​
