                            1.1	A bill for an act​
1.2 relating to agriculture; requiring additional information from bioincentive payment​
1.3 recipients; amending Minnesota Statutes 2024, section 41A.19.​
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.5 Section 1. Minnesota Statutes 2024, section 41A.19, is amended to read:​
1.6 41A.19 REPORT; INCENTIVE PROGRAMS.​
1.7 By January 15 each year, the commissioner shall report on the incentive programs under​
1.8sections 41A.16, 41A.17, 41A.18, and 41A.20 to the legislative committees with jurisdiction​
1.9over environment policy and finance and agriculture policy and finance. The report shall​
1.10include information on production and incentive expenditures under the programs., as well​
1.11as the following information that the commissioner must require of each producer who​
1.12receives a payment during the reporting period:​
1.13 (1) the producer's business structure;​
1.14 (2) the name and address of the producer's parent company, if any;​
1.15 (3) a cumulative list of all financial assistance received from all grantors for the project;​
1.16 (4) goals for the number of jobs created and progress in achieving these goals, which​
1.17may include separate goals for the number of part-time or full-time jobs, or, in cases where​
1.18job loss is specific and demonstrable, goals for the number of jobs retained;​
1.19 (5) equity hiring goals and progress in achieving these goals;​
1.20 (6) wage goals and progress in achieving these goals for all jobs created or maintained​
1.21by the producer;​

2.6public accountant in accordance with standards established by the American Institute of​
2.7Certified Public Accountants.​
