4 | 4 | | 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: |

5 | 5 | | 1.5 Section 1. APPROPRIATIONS; BIOFUEL FINANCIAL ASSISTANCE. |

6 | 6 | | 1.6 (a) $....... in fiscal year 2026 and $....... in fiscal year 2027 are appropriated from the |

7 | 7 | | 1.7general fund to the commissioner of agriculture for grants that enable retail petroleum |
---|
8 | 8 | | 1.8dispensers, fuel storage tanks, and other equipment to dispense biofuels to the public in |

9 | 9 | | 1.9accordance with the biofuel replacement goals established under Minnesota Statutes, section |
---|
10 | 10 | | 1.10239.7911. A retail petroleum dispenser selling petroleum for use in spark ignition engines |

11 | 11 | | 1.11for vehicle model years after 2000 is eligible if the retail petroleum dispenser has no more |
---|
12 | 12 | | 1.12than ten retail petroleum dispensing sites and each site is located in Minnesota. The grant |
---|
13 | 13 | | 1.13money must be used to replace or upgrade equipment that does not have the ability to be |
---|
14 | 14 | | 1.14certified for E25. A grant award must not exceed 65 percent of the cost of the appropriate |
---|
15 | 15 | | 1.15technology. A grant award must not exceed $200,000 per station. |

16 | 16 | | 1.16 (b) The commissioner must cooperate with biofuel stakeholders in the implementation |
---|
17 | 17 | | 1.17of the grant program. The commissioner, in cooperation with any economic or community |

18 | 18 | | 1.18development financial institution and any other entity with which the commissioner contracts, |

19 | 19 | | 1.19must submit a report on the biofuels infrastructure financial assistance program by January |
