22 1.2 relating to agriculture; requiring a report; appropriating money for biofuel financial​

44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. APPROPRIATIONS; BIOFUEL FINANCIAL ASSISTANCE.​
66 1.6 (a) $....... in fiscal year 2026 and $....... in fiscal year 2027 are appropriated from the​
77 1.7general fund to the commissioner of agriculture for grants that enable retail petroleum​
88 1.8dispensers, fuel storage tanks, and other equipment to dispense biofuels to the public in​
99 1.9accordance with the biofuel replacement goals established under Minnesota Statutes, section​
1010 1.10239.7911. A retail petroleum dispenser selling petroleum for use in spark ignition engines​
1111 1.11for vehicle model years after 2000 is eligible if the retail petroleum dispenser has no more​
1212 1.12than ten retail petroleum dispensing sites and each site is located in Minnesota. The grant​
1313 1.13money must be used to replace or upgrade equipment that does not have the ability to be​
1414 1.14certified for E25. A grant award must not exceed 65 percent of the cost of the appropriate​
1515 1.15technology. A grant award must not exceed $200,000 per station.​
1616 1.16 (b) The commissioner must cooperate with biofuel stakeholders in the implementation​
1717 1.17of the grant program. The commissioner, in cooperation with any economic or community​
1818 1.18development financial institution and any other entity with which the commissioner contracts,​
1919 1.19must submit a report on the biofuels infrastructure financial assistance program by January​
2020 1.2015 of each year to the chairs and ranking minority members of the legislative committees​
2121 1.21and divisions with jurisdiction over agriculture policy and finance. The annual report must​
2222 1.22include but is not limited to a summary of the following metrics:​
2323 1.23 (1) the number and types of projects financed;​
