16	16	The bill was read for the first time and referred to the Committee on State Government Finance and Policy 3.8845 LEGISLATIVE COMMISSION ON HOUSING AFFORDABILITY.
17	17	Subdivision 1.Membership.(a) The Legislative Commission on Housing Affordability consists
18	18	of:
19	19	(1) two senators appointed by the senate majority leader;
20	20	(2) two senators appointed by the senate minority leader;
21	21	(3) two representatives appointed by the speaker of the house; and
22	22	(4) two representatives appointed by the minority leader of the house of representatives.
23	23	(b) Each appointing authority must make appointments by January 31 of the regular legislative
24	24	session in the odd-numbered year.
25	25	Subd. 2.Meetings.The ranking senator from the majority party appointed to the commission
26	26	must convene the first meeting of a biennium by February 15 in the odd-numbered year.
27	27	Subd. 3.Terms; vacancies.Members of the commission serve for terms beginning upon
28	28	appointment and ending at the beginning of the regular legislative session in the next odd-numbered
29	29	year. The appropriate appointing authority must fill a vacancy for a seat of a current legislator for
30	30	the remainder of the unexpired term.
31	31	Subd. 4.Officers.The commission must elect a chair and may elect other officers as it determines
32	32	are necessary at the first meeting of the commission in an odd-numbered year. The chair alternates
33	33	between a member of the senate and a member of the house of representatives at the start of the
34	34	regular legislative session in each odd-numbered year.
35	35	Subd. 5.Staff.The Legislative Coordinating Commission must provide administrative and
36	36	research assistance to the commission.
37	37	Subd. 6.Duties.The commission shall:
38	38	(1) define housing affordability and study issues relating to housing affordability and the
39	39	construction, preservation, and rehabilitation of owner-occupied and rental housing, including
40	40	subsidized housing, existing and future government regulations impacting housing affordability,
41	41	market forces impacting housing affordability, and access to homeownership;
42	42	(2) review and provide the legislature with research and analysis of emerging issues affecting
43	43	housing affordability and homeownership access, including but not limited to construction work
44	44	force, innovation, building practices, and building material costs;
45	45	(3) review and provide the legislature with research and analysis of policies to reduce the
46	46	homeownership equity gap; and
47	47	(4) review and make recommendations on legislative and rulemaking proposals positively
48	48	impacting personal housing affordability, access to homeownership, and other related barriers to
49	49	homeownership, especially with regard to first-time home buyers and economically disadvantaged
50	50	buyers and renters.
51	51	Subd. 7.Expiration.This section expires June 30, 2023.
