1616 The bill was read for the first time and referred to the Committee on State Government Finance and Policy​ 3.8845 LEGISLATIVE COMMISSION ON HOUSING AFFORDABILITY.​
1717 Subdivision 1.Membership.(a) The Legislative Commission on Housing Affordability consists​
1818 of:​
1919 (1) two senators appointed by the senate majority leader;​
2020 (2) two senators appointed by the senate minority leader;​
2121 (3) two representatives appointed by the speaker of the house; and​
2222 (4) two representatives appointed by the minority leader of the house of representatives.​
2323 (b) Each appointing authority must make appointments by January 31 of the regular legislative​
2424 session in the odd-numbered year.​
2525 Subd. 2.Meetings.The ranking senator from the majority party appointed to the commission​
2626 must convene the first meeting of a biennium by February 15 in the odd-numbered year.​
2727 Subd. 3.Terms; vacancies.Members of the commission serve for terms beginning upon​
2828 appointment and ending at the beginning of the regular legislative session in the next odd-numbered​
2929 year. The appropriate appointing authority must fill a vacancy for a seat of a current legislator for​
3030 the remainder of the unexpired term.​
3131 Subd. 4.Officers.The commission must elect a chair and may elect other officers as it determines​
3232 are necessary at the first meeting of the commission in an odd-numbered year. The chair alternates​
3333 between a member of the senate and a member of the house of representatives at the start of the​
3434 regular legislative session in each odd-numbered year.​
3535 Subd. 5.Staff.The Legislative Coordinating Commission must provide administrative and​
3636 research assistance to the commission.​
3737 Subd. 6.Duties.The commission shall:​
3838 (1) define housing affordability and study issues relating to housing affordability and the​
3939 construction, preservation, and rehabilitation of owner-occupied and rental housing, including​
4040 subsidized housing, existing and future government regulations impacting housing affordability,​
4141 market forces impacting housing affordability, and access to homeownership;​
4242 (2) review and provide the legislature with research and analysis of emerging issues affecting​
4343 housing affordability and homeownership access, including but not limited to construction work​
4444 force, innovation, building practices, and building material costs;​
4545 (3) review and provide the legislature with research and analysis of policies to reduce the​
4646 homeownership equity gap; and​
4747 (4) review and make recommendations on legislative and rulemaking proposals positively​
4848 impacting personal housing affordability, access to homeownership, and other related barriers to​
4949 homeownership, especially with regard to first-time home buyers and economically disadvantaged​
5050 buyers and renters.​
5151 Subd. 7.Expiration.This section expires June 30, 2023.​
