| 7 | 7 | | 1.7TREATMENT FACILITY. |
|---|
| 8 | 8 | | 1.8 Subdivision 1.Appropriation.$44,800,000 is appropriated from the bond proceeds |
|---|
| 9 | 9 | | 1.9fund to the Public Facilities Authority for a grant to the joint powers sanitary district created |
|---|
| 10 | 10 | | 1.10pursuant to Minnesota Statutes, section 471.59, comprising the cities of Zumbrota, Goodhue, |

| 11 | 11 | | 1.11Pine Island, and Wanamingo, to design, engineer, permit, construct, and equip a new |

| 12 | 12 | | 1.12state-of-the-art regional wastewater treatment facility to be located in Goodhue County and |

| 13 | 13 | | 1.13to serve as a regional wastewater facility prototype. This facility shall provide wastewater |

| 14 | 14 | | 1.14treatment service for the Elk Run settlement lands of the Prairie Island Indian Community, |

| 15 | 15 | | 1.15which shall connect to existing wastewater infrastructure in the city of Pine Island. This |

| 16 | 16 | | 1.16appropriation includes money for improvements and betterments of a capital nature, including |

| 17 | 17 | | 1.17the construction of infrastructure, necessary to connect the new facility to the communities |
|---|
| 18 | 18 | | 1.18in the sanitary district and for the facility to serve its intended purpose. |

| 19 | 19 | | 1.19 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond |

| 20 | 20 | | 1.20proceeds fund, the commissioner of management and budget shall sell and issue bonds of |
|---|
| 21 | 21 | | 1.21the state in an amount up to $44,800,000 in the manner, upon the terms, and with the effect |
|---|
| 22 | 22 | | 1.22prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota |
