1.1 A bill for an act 1.2 relating to state government; clarifying the legislature's authority to place proposed 1.3 statutory changes on the ballot for a public vote; proposing coding for new law in 1.4 Minnesota Statutes, chapter 3B. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [3B.001] LEGISLATIVE REFERRAL. 1.7 Subdivision 1.Definition."Measure" means a proposal to amend one or more existing 1.8laws, create one or more new laws, or repeal one or more laws, all related to one general 1.9subject. 1.10 Subd. 2.Referral.A majority of the members elected to each house of the legislature 1.11may pass a bill or resolution that directs the secretary of state to place the measure on the 1.12ballot for the next general election for adoption or rejection by a majority vote of those 1.13voting.
