55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. [144E.38] AMBULANCE SERVICE TRAINING AND STAFFING GRANT​
77 1.7PROGRAM.​
88 1.8 Subdivision 1.Definition.For purposes of this section, "employee" has the meaning​
99 1.9given in section 181.960, subdivision 2.​
1010 1.10 Subd. 2.Grant program.The director must establish and administer a program to award​
1111 1.11grants to eligible ambulance services for certain costs to train ambulance service employees​
1212 1.12as emergency medical technicians and staff the ambulance service.​
1313 1.13 Subd. 3.Eligible ambulance services.To be eligible for a grant under this section, an​
1414 1.14ambulance service must:​
1515 1.15 (1) be licensed under this chapter; and​
1616 1.16 (2) in the calendar year prior to the year in which the ambulance service first applies for​
1717 1.17a grant under this section, have had at least 50 percent of its staffing provided by emergency​
1818 1.18medical technicians.​
1919 1.19 Subd. 4.Application.An eligible ambulance service seeking a grant under this section​
2020 1.20must apply to the director in a form and manner and according to a timeline specified by​
2121 1.21the director. In its application, the eligible ambulance service must specify the number of​

3232 2.3 Subd. 5.Allowable uses of grant money; maximum grant amount.(a) An ambulance​
3333 2.4service must use grant money awarded under this section only for one or more of the​

3535 2.6 (1) tuition for employees attending an emergency medical technician (EMT) education​
3636 2.7program approved by the director;​
3737 2.8 (2) employee examination fees for EMT certification;​
3838 2.9 (3) fees for background studies for new EMT employees; and​
3939 2.10 (4) incurred wage and benefit costs of employees while attending an EMT education​
4040 2.11program or program-related activities. Wage and benefit costs under this clause must be​
4141 2.12commensurate with the wages and benefits the ambulance service provides to an entry-level​
4242 2.13EMT and must not exceed $26 per hour.​
4343 2.14 (b) The grant amount awarded to an ambulance service must not exceed the amount​
4444 2.15needed for the costs in paragraph (a).​
4545 2.16 Subd. 6.Grant program oversight.An ambulance service receiving a grant under this​
4646 2.17section must provide the director with information necessary for the director to administer​
4747 2.18and evaluate the grant program.​
4848 2.19 Sec. 2. APPROPRIATION; AMBULANCE SERVICE TRAINING AND STAFFING​
4949 2.20GRANT PROGRAM.​
5050 2.21 $750,000 in fiscal year 2026 and $750,000 in fiscal year 2027 are appropriated from the​
5151 2.22general fund to the Office of Emergency Medical Services for the ambulance service training​
5252 2.23and staffing grant program under Minnesota Statutes, section 144E.38.​
