                            1.1	A bill for an act​
1.2 relating to state government; requiring a reduction in appropriations for positions​
1.3 that have been unfilled for at least 180 days; requiring a report.​
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.5 Section 1. REDUCTION IN APPROPRIATIONS FOR UNFILLED POSITIONS.​
1.6 Subdivision 1.Reduction required.The general fund and nongeneral fund appropriations​
1.7to an agency for agency operations for the biennium ending June 30, 2025, are reduced by​
1.8the amount for salary and benefits savings that results from any positions that have not been​
1.9filled within 180 days of the posting of the position. This section applies only to positions​
1.10that are posted in fiscal years 2023, 2024, and 2025. Reductions made under this subdivision​
1.11must be reflected as reductions in agency base budgets for fiscal years 2026 and 2027. This​
1.12section does not apply to:​
1.13 (1) any position that requires law enforcement training; or​
1.14 (2) any public safety position.​
1.15 Subd. 2.Reporting.The commissioner of management and budget must report to the​
1.16chairs and ranking minority members of the senate and the house of representatives finance​
1.17committees regarding the amount of reductions in spending by each agency under this​
1.18section.​
1.19 EFFECTIVE DATE.This section is effective the day following final enactment.​
