77 1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
88 1.8 Section 1. [31.641] CELL-CULTURED PRODUCTS; INSECT PROTEIN.​
99 1.9 Subdivision 1.Definitions.(a) For purposes of this section, the following terms have​
1010 1.10the meanings given.​
1111 1.11 (b) "Cell-cultured product" means a food product intended for human consumption and​
1212 1.12derived by harvesting animal cells and artificially replicating those cells in a growth medium​
1313 1.13in a laboratory to produce tissue.​
1414 1.14 (c) "Close proximity" means:​
1515 1.15 (1) immediately before or after the name of the product;​
1616 1.16 (2) in the line of the label immediately before or after the line containing the name of​
1717 1.17the product; or​
1818 1.18 (3) in the same phrase or sentence containing the name of the product.​
1919 1.19 (d) "Insect product" means a food product intended for human consumption and derived​
2020 1.20by combining processed insects with food additives to approximate the texture, flavor,​
2121 1.21appearance, or other aesthetic qualities or the chemical characteristics of any specific type​
2222 1.22of egg, egg product, fish, meat, meat product, poultry, or poultry product.​

3232 2.2offer or expose for sale, or have in possession with intent to sell, a cell-cultured product at​
3333 2.3wholesale or retail unless the product label bears, in prominent type equal to or greater in​
3434 2.4size than the surrounding type and in close proximity to the name of the product, one of the​
3535 2.5following:​
3636 2.6 (1) "cell-cultured";​
3737 2.7 (2) "lab-grown"; or​
3838 2.8 (3) a similar qualifying term or disclaimer approved by the commissioner of agriculture​
3939 2.9and intended to clearly communicate to a consumer the contents of the product.​
4040 2.10 Subd. 3.Insect product labeling required.It is unlawful for any person to sell, offer​
4141 2.11or expose for sale, or have in possession with intent to sell, an insect product at wholesale​
4242 2.12or retail unless:​
4343 2.13 (1) the product label bears, in prominent type equal to or greater in size than the​
4444 2.14surrounding type and in close proximity to the name of the product, the term "insect protein"​
4545 2.15or a similar qualifying term or disclaimer approved by the commissioner of agriculture and​
4646 2.16intended to clearly communicate to a consumer that the product is an insect product; and​
4747 2.17 (2) the ingredient list includes both the common and scientific name of each insect​
4848 2.18incorporated in the insect product.​
4949 2.19 Subd. 4.Grocery stores and other retailers.It is unlawful for any person to sell, offer​
5050 2.20or expose for sale, or have in possession with intent to sell, a cell-cultured product or an​
5151 2.21insect product at retail unless the product is labeled as required in subdivision 2 or 3.​
5252 2.22 Subd. 5.Restaurants and similar establishments.It is unlawful for any person to sell,​
5353 2.23offer or expose for sale, or have in possession with intent to sell, a cell-cultured product,​
5454 2.24an insect product, a food containing a cell-cultured product, or a food containing an insect​
5555 2.25product at a restaurant or other food service establishment unless the product is clearly and​
5656 2.26prominently identified as such on the menu or bill of fare.​
