1.1 A bill for an act 1.2 relating to legislature; prohibiting per diem payments during a regular session of 1.3 the legislature; limiting sources of legislator compensation; amending Minnesota 1.4 Statutes 2024, section 3.099, subdivision 1, by adding a subdivision. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. Minnesota Statutes 2024, section 3.099, subdivision 1, is amended to read: 1.7 Subdivision 1.Paydays; mileage; per diem.(a) The compensation of each member of 1.8the legislature is due on the first day of the regular legislative session of the term and payable 1.9in equal parts on January 15, in the first month of each term and on the first day of each 1.10following month during the term for which the member was elected. The compensation of 1.11each member of the legislature elected at a special election is due on the day the member 1.12takes the oath of office and payable within ten days of taking the oath for the remaining 1.13part of the month in which the oath was taken, and then in equal parts on the first day of 1.14each following month during the term for which the member was elected. 1.15 (b) Each member shall receive mileage for necessary travel to the place of meeting and 1.16returning to the member's residence in the amount and for trips as authorized by the senate 1.17for senate members and by the house of representatives for house members. 1.18 Each member shall also receive per diem living expenses during a regular or special 1.19session of the legislature (c) A member is prohibited from receiving per diem payments 1.20during a regular session of the legislature. Minnesota Statutes 2024, section 3.099, is amended by adding a subdivision to 2.6read: 2.7 Subd. 4.Compensation limited.A legislator must not receive compensation for work 2.8as a legislator, except for the following compensation: 2.9 (1) a salary prescribed by the Legislative Salary Council under section 15A.0825; 2.10 (2) a state contribution to insurance benefits provided to all state employees under chapter 2.1143A; 2.12 (3) a state contribution to the legislator's retirement plan under chapter 3A or 352D; and 2.13 (4) compensation provided by this section and sections 3.101 and 3.103. 2.14 Sec. 3.
