                            1.1	A bill for an act​
1.2 relating to public safety; modifying various provisions governing drivers' licenses;​
1.3 amending Minnesota Statutes 2024, sections 171.0605, subdivision 2, by adding​
1.4 a subdivision; 171.17, subdivision 1.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 171.0605, subdivision 2, is amended to read:​
1.7 Subd. 2.Evidence; identity; date of birth.(a) Only the following is satisfactory evidence​
1.8of an applicant's identity and date of birth under section 171.06, subdivision 3, paragraph​
1.9(b):​
1.10 (1) a driver's license or identification card that:​
1.11 (i) complies with all requirements of the REAL ID Act;​
1.12 (ii) is not designated as temporary or limited term; and​
1.13 (iii) is current or has been expired for five years or less;​
1.14 (2) a valid, unexpired United States passport, including a passport booklet or passport​
1.15card, issued by the United States Department of State;​
1.16 (3) a certified copy of a birth certificate issued by a government bureau of vital statistics​
1.17or equivalent agency in the applicant's state of birth, which must bear the raised or authorized​
1.18seal of the issuing government entity;​
1.19 (4) a consular report of birth abroad, certification of report of birth, or certification of​
1.20birth abroad, issued by the United States Department of State, Form FS-240, Form DS-1350,​
1.21or Form FS-545;​

2.12of Homeland Security admission stamp and validity period;​
2.13 (9) a certificate of naturalization issued by the United States Department of Homeland​
2.14Security, Form N-550 or Form N-570;​
2.15 (10) a certificate of citizenship issued by the United States Department of Homeland​
2.16Security, Form N-560 or Form N-561;​
2.17 (11) an unexpired employment authorization document issued by the United States​
2.18Department of Homeland Security, Form I-766 or Form I-688B. If the Form I-766 validity​
2.19period has been automatically extended by the United States Department of Homeland​
2.20Security, it is deemed unexpired, regardless of the expiration date listed;​
2.21 (12) a valid, unexpired passport issued by a foreign country and a valid, unexpired United​
2.22States visa accompanied by documentation of the applicant's most recent lawful admittance​
2.23into the United States; or​
2.24 (13) a document as designated by the United States Department of Homeland Security​
2.25under Code of Federal Regulations, title 6, part 37.11 (c)(1)(x);.​
2.26 (14) a copy of the applicant's certificate of marriage certified by the issuing government​
2.27jurisdiction;​
2.28 (15) a certified copy of a court order that specifies the applicant's name change; or​
2.29 (16) a certified copy of a divorce decree or dissolution of marriage that specifies the​
2.30applicant's name change, issued by a court.​
2.31 (b) A document under paragraph (a) must be legible and unaltered.​

3.2to read:​
3.3 Subd. 7.Evidence of name change.The following is satisfactory evidence of an​
3.4applicant's name change:​
3.5 (1) a copy of the applicant's certificate of marriage certified by the issuing government​
3.6jurisdiction;​
3.7 (2) a certified copy of a court order that specifies the applicant's name change; or​
3.8 (3) a certified copy of a court-issued divorce decree or dissolution of marriage that​
3.9specifies the applicant's name change.​
3.10 Sec. 3. Minnesota Statutes 2024, section 171.17, subdivision 1, is amended to read:​
3.11 Subdivision 1.Offenses.(a) The department shall immediately revoke the license of a​
3.12driver upon receiving a record of the driver's conviction of:​
3.13 (1) manslaughter resulting from the operation of a motor vehicle or under section 609.20​
3.14or 609.205;​
3.15 (2) criminal vehicular homicide or injury under section 609.2112, 609.2113, or 609.2114,​
3.16or Minnesota Statutes 2012, section 609.21;​
3.17 (2) (3) a violation of section 169A.20 or 609.487;​
3.18 (3) (4) a felony in the commission of which a motor vehicle was used;​
3.19 (4) (5) failure to stop and disclose identity and render aid, as required under section​
3.20169.09, in the event of a motor vehicle accident, resulting in the death or personal injury of​
3.21another;​
3.22 (5) (6) perjury or the making of a false affidavit or statement to the department under​
3.23any law relating to the application, ownership, or operation of a motor vehicle, including​
3.24on the certification required under section 171.05, subdivision 2, paragraph (a), clause (1),​
3.25item (ii), subitem (C), to issue an instruction permit to a homeschool student;​
3.26 (6) (7) except as this section otherwise provides, three charges of violating within a​
3.27period of 12 months any of the provisions of chapter 169 or of the rules or municipal​
3.28ordinances enacted in conformance with chapter 169, for which the accused may be punished​
3.29upon conviction by imprisonment;​
3.30 (7) (8) two or more violations, within five years, of the misdemeanor offense described​
3.31in section 169.444, subdivision 2, paragraph (a);​

4.2paragraph (b);​
4.3 (9) (10) an offense in another state that, if committed in this state, would be grounds for​
4.4revoking the driver's license; or​
4.5 (10) (11) a violation of an applicable speed limit by a person driving in excess of 100​
4.6miles per hour. The person's license must be revoked for six months for a violation of this​
4.7clause, or for a longer minimum period of time applicable under section 169A.53, 169A.54,​
4.8or 171.174.​
4.9 (b) The department shall immediately revoke the school bus endorsement of a driver​
4.10upon receiving a record of the driver's conviction of the misdemeanor offense described in​
4.11section 169.443, subdivision 7.​
