55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. [160.802] AUTOMATIC EXTERNAL DEFIBRILLATOR WAYFINDING​
77 1.7SIGNS.​
8-1.8 (a) For purposes of this section, "public access automatic external defibrillator" has the​
9-1.9meaning given in section 403.51, subdivision 1, paragraph (e).​
10-1.10 (b) A location or business with an outdoor public access automatic external defibrillator​
11-1.11may request that a relevant city, county, town, state, or federal road authority place​
12-1.12appropriate directional signage on a roadway under the road authority's jurisdiction that​
13-1.13identifies the location of the device for public use. To the extent practicable, directional​
14-1.14signage indicating the location of the defibrillator must be placed between 200 and 300 feet​
15-1.15prior to an intersection or between 800 and 1,600 feet prior to an interchange. The signage​
16-1.16must promote the availability of an automatic external defibrillator by either symbol, text,​
17-1.17or both.​
18-1.18 (c) To qualify as a participant and request directional signage under this section, locations​
19-1.19or businesses with an outdoor public access automatic external defibrillator must:​
20-1.20 (1) follow all registration, notice, and inspection requirements provided in section 403.51;​
21-1.21 (2) place the device in a recognizable and easily accessible location; and​
22-1.22 (3) identify the device with conspicuous and visible signage on the premises.​
8+1.8 (a) A location or business with a registered outdoor public access automatic external​
9+1.9defibrillator under section 403.51 may request that a relevant city, county, town, state, or​
10+1.10federal road authority place appropriate directional signage on a roadway under the road​
11+1.11authority's jurisdiction that identifies the location of the device for public use. To the extent​
12+1.12practicable, directional signage indicating the location of the defibrillator must be placed​
13+1.13between 200 and 300 feet prior to an intersection or between 800 and 1,600 feet prior to an​
14+1.14interchange. The signage must promote the availability of an automatic external defibrillator​

18+1.18 (b) Within 60 days of receiving a request from the location or business, the relevant road​
19+1.19authority must place appropriate signage for qualified participants. All costs associated with​
20+1.20installation, maintenance, and removal of signage must be paid by qualified participants. If​
21+1.21a registered outdoor public access automatic external defibrillator is removed or no longer​
22+1.22operational, the participant must inform the relevant road authority immediately to remove​
23+1.23the signs as soon as practicable.​

43-2.11 Sec. 2. AUTOMATIC EXTERNAL DEFIBRILLATORS; MANUAL ON UNIFORM​
44-2.12TRAFFIC CONTROL DEVICES.​
45-2.13 (a) Notwithstanding the requirements of Minnesota Statutes, section 169.06, subdivision​
46-2.142, by September 1, 2025, the commissioner of transportation must develop appropriate text​
47-2.15and signage for locations with outdoor public access automatic external defibrillators as a​
48-2.16general service sign that meet the criteria of Minnesota Statutes, section 160.802. The​
49-2.17commissioner may make any necessary revisions and additions to chapter 2I of the Minnesota​
50-2.18Manual on Uniform Control Devices. The commissioner must design the sign to incorporate​
51-2.19the universal symbol for an automatic external defibrillator and consult with interested​
52-2.20stakeholders to ensure best practices for the sign's placement, ensure reliable and easy access​
53-2.21by the public in the case of an emergency, and minimize sign clutter and confusion. The​
54-2.22commissioner must maintain publicly available information about outdoor public access​
55-2.23external defibrillator signage and best practices on the department's website, including​
56-2.24qualifications for a sign under Minnesota Statutes, section 160.802; appropriate wayfinding​
57-2.25techniques; device registry information; and guidance for local road authorities on appropriate​
58-2.26sign placement and context.​
59-2.27 (b) This section expires upon adoption of relevant additions and revisions to the​
60-2.28Minnesota Manual on Uniform Traffic Control Devices that pertain to general service signs.​
61-2.29The commissioner must notify the revisor of statutes, whether electronically or in writing,​
62-2.30of the expiration.​
63-2.31 EFFECTIVE DATE.This section is effective the day following final enactment.​
