16 | 16 | | Subdivision 1.Purpose.The Legislative Commission on Minnesota Sports Facilities is |
---|
17 | 17 | | established by and under the authority of the Legislative Coordinating Commission to oversee the |
---|
18 | 18 | | Minnesota Sports Facilities Authority's operating and capital budgets. The legislature finds that |
---|
19 | 19 | | continuous legislative review of the financial management of the authority is necessary to promote |
---|
20 | 20 | | fiscal responsibility and good management, and strengthen the accountability of the authority. The |
---|
21 | 21 | | commission is charged with: |
---|
22 | 22 | | (1) providing financial oversight of the authority as described in subdivision 8; |
---|
23 | 23 | | (2) adoption of a statewide authority structure for the operation and management of sports |
---|
24 | 24 | | facilities and entertainment venues under the jurisdiction of the authority. The authority membership |
---|
25 | 25 | | shall represent the interests of both the metropolitan area and greater Minnesota; and |
---|
26 | 26 | | (3) creating a comprehensive management plan that alleviates booking and scheduling concerns |
---|
27 | 27 | | regarding the sports facilities and entertainment venues under the jurisdiction of the authority. |
---|
28 | 28 | | Subd. 2.Membership.The commission consists of three senators appointed by the senate |
---|
29 | 29 | | majority leader, three senators appointed by the senate minority leader, three state representatives |
---|
30 | 30 | | appointed by the speaker of the house, and three state representatives appointed by the house |
---|
31 | 31 | | minority leader. The appointing authorities must ensure balanced geographic representation. Each |
---|
32 | 32 | | appointing authority must make appointments as soon as possible after the opening of the next |
---|
33 | 33 | | regular session of the legislature in each odd-numbered year. |
---|
34 | 34 | | Subd. 3.Terms; vacancies.Members of the commission serve for a two-year term beginning |
---|
35 | 35 | | upon appointment and expiring upon appointment of a successor after the opening of the next |
---|
36 | 36 | | regular session of the legislature in the odd-numbered year. A vacancy in the membership of the |
---|
37 | 37 | | commission must be filled for the unexpired term in a manner that will preserve the representation |
---|
38 | 38 | | established by this section. |
---|
39 | 39 | | Subd. 4.Chair.The commission must meet as soon as practicable after members are appointed |
---|
40 | 40 | | in each odd-numbered year to elect its chair and other officers as it may determine necessary. A |
---|
41 | 41 | | chair serves a two-year term, expiring in the odd-numbered year after a successor is elected. The |
---|
42 | 42 | | chair must alternate biennially between the senate and the house of representatives. |
---|
43 | 43 | | Subd. 5.Compensation.Members serve without compensation but may be reimbursed for their |
---|
44 | 44 | | reasonable expenses as members of the legislature. |
---|
45 | 45 | | Subd. 6.Staff.Legislative staff must provide administrative and research assistance to the |
---|
46 | 46 | | commission. |
---|
47 | 47 | | Subd. 7.Meetings; procedures.The commission meets at least semiannually. If there is a |
---|
48 | 48 | | quorum, the commission may take action by a simple majority vote of commission members present. |
---|
49 | 49 | | Subd. 8.Powers; duties; Minnesota Sports Facilities Authority, budget oversight.The |
---|
50 | 50 | | commission must monitor, review, and make recommendations to the authority and to the legislature |
---|
51 | 51 | | for the following calendar year on: |
---|
52 | 52 | | (1) any proposed increases in the rate or dollar amount of tax; |
---|
53 | 53 | | (2) any proposed increases in the debt of the authority; |
---|
54 | 54 | | (3) the overall work and role of the authority; |
---|
55 | 55 | | (4) the authority's proposed operating and capital budgets; |
---|
56 | 56 | | (5) the authority's implementation of the operating and capital budgets; and |
---|
57 | 57 | | (6) any other topics as deemed necessary by the commission to fulfill the purpose described in |
---|
58 | 58 | | subdivision 1. |
---|
59 | 59 | | Subd. 9.Report.The commission shall report on January 15 of the even-numbered year on the |
---|
60 | 60 | | effectiveness and future prospects of the commission. |
