38	38	2.5(c) Base level adjustment. The general fund
39	39	2.6base is $34,648,000 in fiscal year 2026 and
40	40	2.7$34,648,000 in fiscal year 2027.
41	41	2.8 EFFECTIVE DATE.This section is effective the day following final enactment.
42	42	2.9 Sec. 2. APPROPRIATION; REPORT.
43	43	2.10 (a) $100,000 in fiscal year 2026 is appropriated from the general fund to the Direct Care
44	44	2.11and Treatment executive board for planning a build out of a locked psychiatric residential
45	45	2.12treatment facility operated by Direct Care and Treatment. This is a onetime appropriation
46	46	2.13and is available until June 30, 2027.
47	47	2.14 (b) By March 1, 2026, the executive board must report to the chairs and ranking minority
48	48	2.15members of the legislative committees with jurisdiction over human services finance and
49	49	2.16policy on the plan developed using the appropriation in this section to build out a locked
50	50	2.17psychiatric residential treatment facility (PRTF) operated by Direct Care and Treatment.
51	51	2.18 (c) The report must include but is not limited to the following information:
52	52	2.19 (1) the risks and benefits of locating the locked PRTF in a metropolitan or rural location;
53	53	2.20 (2) the estimated cost for the build out of the locked PRTF;
54	54	2.21 (3) the estimated ongoing cost of maintaining the locked PRTF; and
55	55	2.22 (4) the estimated amount of costs that can be recouped from medical assistance,
56	56	2.23MinnesotaCare, and private insurance payments.
57	57	2.24 EFFECTIVE DATE.This section is effective the day following final enactment.
