5	5	1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
6	6	1.6 Section 1. Minnesota Statutes 2024, section 120B.021, subdivision 1, is amended to read:
7	7	1.7 Subdivision 1.Required academic standards.(a) The following subject areas are
8	8	1.8required for statewide accountability:
9	9	1.9 (1) language arts;
10	10	1.10 (2) mathematics, encompassing algebra II, integrated mathematics III, or an equivalent
11	11	1.11in high school, and to be prepared for the three credits of mathematics in grades 9 through
12	12	1.1212, the grade 8 standards include completion of algebra;
13	13	1.13 (3) science, including earth and space science, life science, and the physical sciences,
14	14	1.14including chemistry and physics;
15	15	1.15 (4) social studies, including history, geography, economics, and government and
16	16	1.16citizenship that includes civics;
17	17	1.17 (5) physical education;
18	18	1.18 (6) health; and
19	19	1.19 (7) the arts. Public elementary and middle schools must offer at least three and require
20	20	1.20at least two of the following five arts areas: dance; media arts; music; theater; and visual

30	30	2.2five arts areas: media arts; dance; music; theater; and visual arts.
31	31	2.3 (b) For purposes of applicable federal law, the academic standards for language arts,
32	32	2.4mathematics, and science apply to all public school students, except the very few students
33	33	2.5with extreme cognitive or physical impairments for whom an individualized education
34	34	2.6program team has determined that the required academic standards are inappropriate. An
35	35	2.7individualized education program team that makes this determination must establish
36	36	2.8alternative standards.
37	37	2.9 (c) A school district may must include child physical and sexual abuse prevention
38	38	2.10instruction in a health curriculum, consistent with paragraph (a), clause (6). Child physical
39	39	2.11and sexual abuse prevention instruction may must include age-appropriate multisession,
40	40	2.12multimodal, culturally inclusive, developmentally appropriate, and culturally sensitive
41	41	2.13instruction on identifying emotional and physical child abuse and other forms of personal
42	42	2.14violence, recognizing sexual abuse and assault, boundary violations, and ways offenders
43	43	2.15groom or desensitize victims, as well as strategies to promote disclosure, reduce self-blame,
44	44	2.16and mobilize bystanders. A school district may provide instruction under this paragraph in
45	45	2.17a variety of ways, including at an annual assembly or classroom presentation. A school
46	46	2.18district may also provide parents information on the warning signs of child physical and
47	47	2.19sexual abuse, the medical and emotional effects of child abuse, and available resources. A
48	48	2.20school district must train instructors on managing disclosures that may result during the
49	49	2.21delivery of child physical and sexual abuse prevention instruction and develop a policy on
50	50	2.22how to respond to the disclosures.
51	51	2.23 (d) District efforts to develop, implement, or improve instruction or curriculum as a
52	52	2.24result of the provisions of this section must be consistent with sections 120B.10, 120B.11,
53	53	2.25and 120B.20.
54	54	2.26 (e) Locally developed academic standards in health apply until statewide rules
55	55	2.27implementing statewide health standards under subdivision 3 are required to be implemented
56	56	2.28in the classroom.
57	57	2.29 EFFECTIVE DATE.This section is effective for the 2026-2027 school year and later.
58	58	2.30 Sec. 2. Minnesota Statutes 2024, section 120B.234, subdivision 1, is amended to read:
59	59	2.31 Subdivision 1.Purpose.The purpose of this section, which may be cited as "Erin's
60	60	2.32Law," is to encourage require districts to integrate or offer instruction on child sexual abuse
61	61	2Sec. 2.

63	63	3.2sexual abuse and sexual violence.
64	64	3.3 EFFECTIVE DATE.This section is effective for the 2026-2027 school year and later.
65	65	3.4 Sec. 3. Minnesota Statutes 2024, section 120B.234, subdivision 2, is amended to read:
66	66	3.5 Subd. 2.Curriculum.School districts may consult with other federal, state, or local
67	67	3.6agencies and community-based organizations, including the Child Welfare Information
68	68	3.7Gateway website maintained by the United States Department of Health and Human Services,
69	69	3.8to identify research-based tools, curricula, and programs to prevent child sexual abuse for
70	70	3.9use under section 120B.021, subdivision 1, paragraph (d).
71	71	3.10 EFFECTIVE DATE.This section is effective for the 2026-2027 school year and later.
