44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. APPROPRIATION; CULTURALLY SPECIFIC MENTAL HEALTH​
66 1.6SERVICES.​
77 1.7 $4,300,000 in fiscal year 2026 is appropriated from the general fund to the commissioner​
88 1.8of human services for a grant to Phumulani Minnesota African Women Against Violence.​
99 1.9Grant money must be used for program development, facility establishment and maintenance,​
1010 1.10workforce development, economic empowerment programs, and advocacy and policy​
1111 1.11engagement. Grant activities may include creating culturally specific holistic mental health​
1212 1.12programs, training culturally competent mental health professionals from African immigrant​
1313 1.13communities, and developing partnerships with financial institutions to provide culturally​
1414 1.14specific financial literacy training. This is a onetime appropriation and is available until​
1515 1.15June 30, 2027.​
