[10A.52] MAJOR DECISION OF NONELECTED LOCAL OFFICIALS. 1.7 Subdivision 1.Major decision regarding the expenditure of public money.(a) 1.8Attempting to influence a nonelected local official is lobbying if the nonelected local official 1.9may make, recommend, or vote on, as a member of the political subdivision's governing 1.10body, a major decision regarding an expenditure or investment of public money. 1.11 (b) The mere act of submitting an application for a grant or responding to a request for 1.12proposals is not lobbying. Communications of a purely administerial or technical nature 1.13regarding the submission of a grant application or response to requests for proposals are 1.14not lobbying. 1.15 Subd. 2.Actions that are a major decision regarding public funds.A major decision 1.16regarding the expenditure or investment of public money includes but is not limited to a 1.17decision on: 1.18 (1) the development and ratification of operating and capital budgets of a political 1.19subdivision, including development of the budget request for an office or department within 1.20the political subdivision; 1.21 (2) whether to apply for or accept state, federal, or private grant funding; 1.22 (3) selecting recipients for government grants from the political subdivision; or 1Section 1. 25-02888 as introduced02/03/25 REVISOR JFK/HL SENATE STATE OF MINNESOTA S.F.
