5	5	1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
6	6	1.6 Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
7	7	1.7 An amendment to the Minnesota Constitution, article IV, section 4, and article V, sections
8	8	1.82 and 4, is proposed to the people. If the amendment is adopted, article IV, section 4, will
9	9	1.9read:
10	10	1.10 Sec. 4. Representatives shall be chosen for a term of two years, except to fill a vacancy.
11	11	1.11Senators shall be chosen for a term of four years, except to fill a vacancy and except there
12	12	1.12shall be an entire new election of all the senators at the first election of representatives after
13	13	1.13each new legislative apportionment provided for in this article. No person may file to be a
14	14	1.14candidate for election to a term in the house of representatives or senate that, if served,
15	15	1.15would cause the person to serve more than 20 years in the legislature. The governor shall
16	16	1.16call elections to fill vacancies in either house of the legislature.
17	17	1.17 article V, section 2, will read:
18	18	1.18 Sec. 2. The term of office for the governor and lieutenant governor is four years and
19	19	1.19until a successor is chosen and qualified. No person may file to be a candidate for election
20	20	1.20to a third term as governor or to a third term as lieutenant governor. Each shall have attained
21	21	1.21the age of 25 years and, shall have been a bona fide resident of the state for one year next
22	22	1.22preceding his the person's election, and shall be a citizen of the United States.

31	31	Referred to State and Local Government 2.1 article V, section 4, will read:
32	32	2.2 Sec. 4. The term of office of the secretary of state, attorney general, and state auditor
33	33	2.3is four years and until a successor is chosen and qualified. No person may file to be a
34	34	2.4candidate for election to a third term in one of the offices of secretary of state, attorney
35	35	2.5general, or state auditor. The duties and salaries of the executive officers shall be prescribed
36	36	2.6by law.
37	37	2.7 Sec. 2. APPLICATION; SUBMISSION TO VOTERS.
38	38	2.8 (a) The amendment must be submitted to the people at the 2026 general election.
39	39	2.9 The question submitted to the people shall be:
40	40	2.10 "Shall the Minnesota Constitution be amended to place limits on the terms of office of
41	41	2.11state legislators and executive officers?

44	44	2.14 (b) Terms ending before or in 2027 must not be counted for the purpose of term limits
45	45	2.15in section 1. Legislative office terms ending before or in 2027 and executive office terms
46	46	2.16ending before or in 2027 must not be counted for the purposes of term limits imposed by
47	47	2.17section 1.
