                            1.1	A bill for an act​
1.2 relating to workforce development; allowing employers to request a refund of​
1.3 special assessments for employee training; requiring reports; appropriating money;​
1.4 amending Minnesota Statutes 2024, section 116L.20, by adding a subdivision.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 116L.20, is amended by adding a subdivision​
1.7to read:​
1.8 Subd. 3.Employer workforce training refunds.(a) An employer subject to the​
1.9requirements of subdivision 1 that employs 100 or fewer employees may annually request​
1.10from the commissioner a refund of the special assessment amounts that the employer paid​
1.11into the workforce development fund. Money refunded under this subdivision must be used​
1.12for employee training as provided under paragraph (b). The amounts necessary to provide​
1.13the refunds under this paragraph are annually appropriated to the commissioner.​
1.14 (b) Training provided by an employer funded by the refund allowed under this​
1.15subdivision:​
1.16 (1) must be used to upskill current entry-level employees or for training that leads to an​
1.17increased salary or increased opportunities for career advancement with the employer; and​
1.18 (2) must only be used to train Minnesota employees.​
1.19 (c) By January 15, 2026, and each January 15 thereafter, the commissioner must submit​
1.20a report to the chairs and ranking minority members of the senate and house of representatives​
1.21committees with jurisdiction over workforce development providing the following​
1.22information:​
