55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 10A.20, subdivision 3, is amended to read:​
77 1.7 Subd. 3.Contents of report.(a) The report required by this section must include each​
88 1.8of the items listed in paragraphs (b) to (q) that are applicable to the filer. The board shall​
99 1.9prescribe forms based on filer type indicating which of those items must be included on the​
1010 1.10filer's report.​
1111 1.11 (b) The report must disclose the amount of liquid assets on hand at the beginning of the​
1212 1.12reporting period.​
1313 1.13 (c) The report must disclose the name, address, employer, or occupation if self-employed,​
1414 1.14and registration number if registered with the board, of each individual or association that​
1515 1.15has made one or more contributions to the reporting entity, including the purchase of tickets​
1616 1.16for a fundraising effort, that in aggregate within the year exceed $200 for legislative or​
1717 1.17statewide candidates or more than $500 for ballot questions, together with the amount and​
1818 1.18date of each contribution, and the aggregate amount of contributions within the year from​
1919 1.19each source so disclosed. For legislative and statewide candidates, the report must disclose​
2020 1.20the identifying information for each individual or association that has made one or more​
2121 1.21contributions to the reporting entity, including the purchase of tickets for a fundraising​
2222 1.22effort, except if the individual or association resides or is located in the area represented by​

3232 Referred to Elections​ 2.1association if the individual or association, in aggregate within the year, exceeds more than​
3333 2.2$200. For ballot questions, the report must disclose the identifying information for each​
3434 2.3individual or association that has made one or more contributions to the reporting entity,​
3535 2.4including the purchase of tickets for a fundraising effort, that in aggregate exceed more than​
3636 2.5$500. The report must include the amount and date of each contribution and the aggregate​
3737 2.6amount of contributions within the year from each disclosed source. For purposes of this​
3838 2.7paragraph, "identifying information" means the name, address, employer or occupation if​
3939 2.8self-employed, and registration number if registered with the board. A donation in kind​
4040 2.9must be disclosed at its fair market value. An approved expenditure must be listed as a​
4141 2.10donation in kind. A donation in kind is considered consumed in the reporting period in​
4242 2.11which it is received. The names of contributors must be listed in alphabetical order.​
4343 2.12Contributions from the same contributor must be listed under the same name. When a​
4444 2.13contribution received from a contributor in a reporting period is added to previously reported​
4545 2.14unitemized contributions from the same contributor and the aggregate exceeds the disclosure​
4646 2.15threshold of this paragraph, the name, address, and employer, or occupation if self-employed,​
4747 2.16of the contributor must then be listed on the report.​
4848 2.17 (d) The report must disclose the sum of contributions to the reporting entity during the​
4949 2.18reporting period.​
5050 2.19 (e) The report must disclose each loan made or received by the reporting entity within​
5151 2.20the year in aggregate in excess of $200, continuously reported until repaid or forgiven,​
5252 2.21together with the name, address, occupation, principal place of business, if any, and​
5353 2.22registration number if registered with the board of the lender and any endorser and the date​
5454 2.23and amount of the loan. If a loan made to the principal campaign committee of a candidate​
5555 2.24is forgiven or is repaid by an entity other than that principal campaign committee, it must​
5656 2.25be reported as a contribution for the year in which the loan was made.​
5757 2.26 (f) The report must disclose each receipt over $200 during the reporting period not​
5858 2.27otherwise listed under paragraphs (c) to (e).​
5959 2.28 (g) The report must disclose the sum of all receipts of the reporting entity during the​

6161 2.30 (h) The report must disclose the name, address, and registration number if registered​

6868 3.2or local candidate on whose behalf the expenditure was made, identification of the ballot​
6969 3.3question that the expenditure was intended to promote or defeat and an indication of whether​
7070 3.4the expenditure was to promote or to defeat the ballot question, and in the case of independent​
7171 3.5expenditures made in opposition to a candidate or local candidate, the candidate's or local​
7272 3.6candidate's name, address, and office sought. A reporting entity making an expenditure on​
7373 3.7behalf of more than one candidate or local candidate must allocate the expenditure among​
7474 3.8the candidates and local candidates on a reasonable cost basis and report the allocation for​
7575 3.9each candidate or local candidate. The report must list on separate schedules any independent​
7676 3.10expenditures made on behalf of local candidates and any expenditures made for ballot​
7777 3.11questions as defined in section 10A.01, subdivision 7, clause (2), (3), or (4).​
7878 3.12 (i) The report must disclose the sum of all expenditures made by or on behalf of the​
7979 3.13reporting entity during the reporting period.​
8080 3.14 (j) The report must disclose the amount and nature of an advance of credit incurred by​
8181 3.15the reporting entity, continuously reported until paid or forgiven. If an advance of credit​
8282 3.16incurred by the principal campaign committee of a candidate is forgiven by the creditor or​
8383 3.17paid by an entity other than that principal campaign committee, it must be reported as a​
8484 3.18donation in kind for the year in which the advance of credit was made.​
8585 3.19 (k) The report must disclose the name, address, and registration number if registered​
8686 3.20with the board of each political committee, political fund, principal campaign committee,​
8787 3.21local candidate, or party unit to which contributions have been made that aggregate in excess​
8888 3.22of $200 within the year and the amount and date of each contribution. The report must list​
8989 3.23on separate schedules any contributions made to state candidates' principal campaign​
9090 3.24committees and any contributions made to local candidates.​
9191 3.25 (l) The report must disclose the sum of all contributions made by the reporting entity​
9292 3.26during the reporting period and must separately disclose the sum of all contributions made​
9393 3.27to local candidates by the reporting entity during the reporting period.​
9494 3.28 (m) The report must disclose the name, address, and registration number if registered​
9595 3.29with the board of each individual or association to whom noncampaign disbursements have​
9696 3.30been made that aggregate in excess of $200 within the year by or on behalf of the reporting​
9797 3.31entity and the amount, date, and purpose of each noncampaign disbursement, including an​

103103 4.2administrative assistance to a political committee or political fund as authorized by section​
104104 4.3211B.15, subdivision 17, the type of administrative assistance provided, and the aggregate​
105105 4.4fair market value of each type of assistance provided to the political committee or political​
106106 4.5fund during the reporting period.​
107107 4.6 (p) Legislative, statewide, and judicial candidates, party units, and political committees​
108108 4.7and funds must itemize contributions that in aggregate within the year exceed $200 for​
109109 4.8legislative or statewide candidates or more than $500 for ballot questions on reports submitted​
110110 4.9to the board. The itemization must include the date on which the contribution was received,​
111111 4.10the individual or association that provided the contribution, and the address of the contributor.​
112112 4.11Additionally, the itemization for a donation in kind must provide a description of the item​
113113 4.12or service received. Contributions that are less than the itemization amount must be reported​
114114 4.13as an aggregate total.​
115115 4.14 (q) Legislative, statewide, and judicial candidates, party units, political committees and​
116116 4.15funds, and committees to promote or defeat a ballot question must itemize expenditures and​
117117 4.16noncampaign disbursements that in aggregate exceed $200 in a calendar year on reports​
118118 4.17submitted to the board. The itemization must include the date on which the committee made​
119119 4.18or became obligated to make the expenditure or disbursement, the name and address of the​
120120 4.19vendor that provided the service or item purchased, and a description of the service or item​
121121 4.20purchased, including an explanation of how the expenditure was used. Expenditures and​
122122 4.21noncampaign disbursements must be listed on the report alphabetically by vendor.​
