37 | 37 | | 2.7 Subd. 2.Content of label.(a) The commissioner of health, in consultation with the |

38 | 38 | | 2.8commissioner of commerce, must develop guidelines for social media platforms that contain |
---|
39 | 39 | | 2.9appropriate requirements for the warning labels required under this section. The guidelines |
---|
40 | 40 | | 2.10must be based on current evidence regarding the negative mental health impacts of social |
---|
41 | 41 | | 2.11media platforms. The commissioners must review and revise the guidelines as appropriate. |
---|
42 | 42 | | 2.12 (b) The commissioner of health is exempt from chapter 14, including section 14.386, |
---|
43 | 43 | | 2.13when implementing this subdivision. |
---|
44 | 44 | | 2.14 Subd. 3.Pop-up timer required.(a) Except as provided under paragraph (b), a social |
---|
45 | 45 | | 2.15media platform must display a conspicuous pop-up notification at least once every 30 |
---|
46 | 46 | | 2.16minutes that a user has actively used the platform. The notification must: |
---|
47 | 47 | | 2.17 (1) inform the user that the user has actively used the platform for the relevant consecutive |
---|
48 | 48 | | 2.18period of time; |
---|
49 | 49 | | 2.19 (2) inform the user of the total time the user has actively used the platform that day; and |
---|
50 | 50 | | 2.20 (3) only disappear when the user acknowledges the notification. |

51 | 51 | | 2.21 (b) A social media platform may allow a user to: |
---|
52 | 52 | | 2.22 (1) deactivate the notification required under paragraph (a); or |
---|
53 | 53 | | 2.23 (2) customize the period of time resulting in the notification, provided that the maximum |
---|
54 | 54 | | 2.24time period does not exceed 60 minutes. |
---|
55 | 55 | | 2.25 EFFECTIVE DATE.This section is effective July 1, 2025. |
