                            1.1	A bill for an act​
1.2 relating to fair campaign practices; expanding election-related bribery and​
1.3 solicitation prohibitions; providing penalties; authorizing civil enforcement;​
1.4 amending Minnesota Statutes 2024, section 211B.13.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 211B.13, is amended to read:​
1.7 211B.13 BRIBERY, TREATING, AND SOLICITATION.​
1.8 Subdivision 1.Bribery, advancing money, and treating prohibited.(a) A person who​
1.9is guilty of a felony if the person willfully, directly or indirectly, advances, pays, gives,​
1.10promises, provides a chance to win, or lends any money, food, liquor, clothing, entertainment,​
1.11or other thing of monetary value, or who offers, promises, or endeavors to obtain any money,​
1.12position, appointment, employment, or other valuable consideration, to or for a person, in​
1.13order to induce:​
1.14 (1) a voter to refrain from voting, or to vote in a particular way, at an election, is guilty​
1.15of a felony;​
1.16 (2) an individual to register to vote; or​
1.17 (3) a registered or eligible voter to sign a petition that is directly related to an election​
1.18during the period beginning on the first day of the absentee voting period for that election​
1.19and ending on election day.​
1.20 (b) This section does not prevent a candidate from stating publicly preference for or​
1.21support of another candidate to be voted for at the same primary or election. Refreshments​

2.4or accept any money, property, or other thing of monetary value, or a promise or, pledge,​
2.5or opportunity to win any of these that is a disbursement prohibited by this section or section​
2.6211B.15.​
2.7 Subd. 3.Civil enforcement.In addition to other remedies, the attorney general or county​
2.8attorney may enforce this section pursuant to section 8.31.​
2.9 EFFECTIVE DATE.This section is effective August 1, 2025, and applies to crimes​
2.10committed on or after that date.​
