77 1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
88 1.8 Section 1. [171.025] LIMITATIONS ON USE.​
99 1.9 Notwithstanding any other law to the contrary, a noncompliant driver's license or​
1010 1.10identification card marked as provided in section 171.07, subdivision 1, paragraph (g), or​
1111 1.113, paragraph (g), is not valid identification for purposes of any services or form of benefit​
1212 1.12under Minnesota Statutes.​
1313 1.13 Sec. 2. Minnesota Statutes 2024, section 171.06, subdivision 8, is amended to read:​
1414 1.14 Subd. 8.Noncompliant license or identification card; residence, lawful status.(a)​
1515 1.15A person who applies for a noncompliant driver's license or identification card:​
1616 1.16 (1) must declare the applicant's residence address in Minnesota; and​
1717 1.17 (2) is not required may choose to demonstrate United States citizenship or lawful presence​
1818 1.18in the United States.​
1919 1.19 (b) Minnesota Rules, part 7410.0410, or any successor rule, does not apply for a​
2020 1.20noncompliant driver's license or identification card.​

3232 2.4 Sec. 3. Minnesota Statutes 2024, section 171.07, subdivision 1, is amended to read:​
3333 2.5 Subdivision 1.License; contents and design.(a) Upon the payment of the required fee,​
3434 2.6the department shall issue to every qualifying applicant a license designating the type or​
3535 2.7class of vehicles the applicant is authorized to drive as applied for. This license must bear:​
3636 2.8(1) a distinguishing number assigned to the licensee; (2) the licensee's full name and date​
3737 2.9of birth; (3) either (i) the licensee's residence address, or (ii) the designated address under​
3838 2.10section 5B.05; (4) a description of the licensee in a manner as the commissioner deems​
3939 2.11necessary; (5) the usual signature of the licensee; and (6) designations and markings as​
4040 2.12provided in this section. No license is valid unless it bears the usual signature of the licensee.​
4141 2.13Every license must bear a colored photograph or an electronically produced image of the​
4242 2.14licensee.​
4343 2.15 (b) If the United States Postal Service will not deliver mail to the applicant's residence​
4444 2.16address as listed on the license, then the applicant shall provide verification from the United​
4545 2.17States Postal Service that mail will not be delivered to the applicant's residence address and​
4646 2.18that mail will be delivered to a specified alternate mailing address. When an applicant​
4747 2.19provides an alternate mailing address under this subdivision, the commissioner shall use​
4848 2.20the alternate mailing address in lieu of the applicant's residence address for all notices and​
4949 2.21mailings to the applicant.​
5050 2.22 (c) Every license issued to an applicant under the age of 21 must be of a distinguishing​
5151 2.23color and plainly marked "Under-21."​
5252 2.24 (d) A license issued to an applicant age 65 or over must be plainly marked "senior" if​
5353 2.25requested by the applicant.​
5454 2.26 (e) Except for a noncompliant license, a license must bear a distinguishing indicator for​
5555 2.27compliance with requirements of the REAL ID Act.​
5656 2.28 (f) A noncompliant license must:​
5757 2.29 (1) be marked "not for federal identification" on the face and in the machine-readable​
5858 2.30portion;​
5959 2.31 (2) have a unique design or color indicator for purposes of the REAL ID Act; and​

6363 3.3 (g) A noncompliant license must be marked "not for voting" on the front side and "not​
6464 3.4for benefits" on the back side commensurate with other text if the license is issued under​
6565 3.5any of the following circumstances:​
6666 3.6 (1) the application is for a first-time issuance of a license in Minnesota and the applicant​
6767 3.7has not demonstrated United States citizenship;​
6868 3.8 (2) the applicant's most recently issued noncompliant license or identification card is​
6969 3.9marked as required under this paragraph or subdivision 3, paragraph (g), and the applicant​
7070 3.10has not demonstrated United States citizenship; or​
7171 3.11 (3) the applicant submits a document that identifies a temporary lawful status or admission​
7272 3.12period.​
7373 3.13 (g) (h) A REAL ID compliant license issued to a person with temporary lawful status​
7474 3.14or admission period must be marked "temporary" on the face and in the machine-readable​
7575 3.15portion.​
7676 3.16 (h) (i) A license must display the licensee's full name or no fewer than 39 characters of​
7777 3.17the name. Any necessary truncation must begin with the last character of the middle name​
7878 3.18and proceed through the second letter of the middle name, followed by the last character of​
7979 3.19the first name and proceeding through the second letter of the first name.​
8080 3.20 Sec. 4. Minnesota Statutes 2024, section 171.07, subdivision 3, is amended to read:​
8181 3.21 Subd. 3.Identification card; content and design; fee.(a) Upon payment of the required​
8282 3.22fee, the department shall issue to every qualifying applicant a Minnesota identification card.​
8383 3.23The department may not issue a Minnesota identification card to an individual who has a​
8484 3.24driver's license, other than a limited license. The department may not issue an enhanced​
8585 3.25identification card to an individual who is under 16 years of age, not a resident of this state,​
8686 3.26or not a citizen of the United States of America. The card must bear: (1) a distinguishing​
8787 3.27number assigned to the applicant; (2) a colored photograph or an electronically produced​
8888 3.28image of the applicant; (3) the applicant's full name and date of birth; (4) either (i) the​
8989 3.29licensee's residence address, or (ii) the designated address under section 5B.05; (5) a​
9090 3.30description of the applicant in the manner as the commissioner deems necessary; (6) the​
9191 3.31usual signature of the applicant; and (7) designations and markings provided under this​
9292 3.32section.​
9393 3​Sec. 4.​

104104 4.11card - not a driver's license."​
105105 4.12 (e) Except for a noncompliant identification card, a Minnesota identification card must​
106106 4.13bear a distinguishing indicator for compliance with requirements of the REAL ID Act.​
107107 4.14 (f) A noncompliant identification card must:​
108108 4.15 (1) be marked "not for federal identification" on the face and in the machine-readable​
109109 4.16portion;​
110110 4.17 (2) have a unique design or color indicator for purposes of the REAL ID Act; and​
111111 4.18 (3) bear no indicator or design that relates to the lawful presence or the citizenship of​
112112 4.19the identification card holder.​
113113 4.20 (g) A noncompliant identification card must be marked "not for voting" on the front side​
114114 4.21and "not for benefits" on the back side commensurate with other text if the license is issued​
115115 4.22under any of the following circumstances:​
116116 4.23 (1) the application is for first-time issuance of a Minnesota identification card and the​

123123 4.30 (g) (h) A REAL ID compliant Minnesota identification card issued to a person with​
124124 4.31temporary lawful status or admission period must be marked "temporary" on the face and​
125125 4.32in the machine-readable portion.​

135135 5.9illness, as described in section 245.462, subdivision 20, paragraph (c).​
