2.20college students interested in pursuing a career​
2.21in the health care workforce. The health care​
2.22fellowship program is intended to remove​
2.23barriers for minority students, foster​
2.24inclusivity and diversity in the health care​
2.25sector, and provide valuable opportunities for​
2.26students, including mentorship programs,​
2.27access to renowned health institutions in the​
2.28state of Minnesota, and hands-on work​
2.29experience. In addition to the reporting​
2.30requirements in section 14, the commissioner​
2.31must include the number of participants served​
2.32by the grant and provide information about​
2.33program outcomes. This is a onetime​
2.34appropriation.​

3.9achievement coaches; and connections to​

3.11opportunities. The grant must serve youth in​
3.12the Bolder Options program in the Twin Cities​
3.13and the city of Rochester. In addition to the​
3.14reporting requirements in section 14, the​
3.15commissioner must include the number of​
3.16participants served by the grant. This is a​
3.17onetime appropriation.​
3.18(e) $1,000,000 the second year is from the​
3.19workforce development fund for a grant to​
3.20Change Starts With Community for a violence​
3.21prevention program. Grant money must be​
3.22used to establish a comprehensive workforce​
3.23development initiative, specifically tailored​
3.24for at-risk youth and adults, located on site at​
3.25Shiloh Cares Food Shelf in the city of​
3.26Minneapolis. This is a onetime appropriation.​
3.27(f) $100,000 the second year is from the​
3.28workforce development fund for a grant to​
3.29InspireMSP to develop programming to assist​
3.30middle school-aged children in Minneapolis​
3.31and St. Paul to develop an interest in and​
3.32connect with the creative industry in​
3.33Minnesota. Money must be used for program​
3.34development and career exploration in the​
3.35creative industry for historically excluded​

4.2resources, networks, and hands-on experience.​
4.3This is a onetime appropriation.​
4.4(g) $100,000 the second year is from the​
4.5workforce development fund for a grant to​
4.6Lake County Ambulance Service to establish​
4.7a training program for Cook County and Lake​
4.8County high school students interested in​
4.9pursuing careers as emergency medical​
4.10technicians. This is a onetime appropriation.​
4.11(h) $350,000 the second year is from the​
4.12workforce development fund for a grant to the​
4.13city of Austin to develop and implement​
4.14training programs for water operators and​
4.15wastewater operators. Riverland Community​
4.16College must offer the training programs. This​
4.17is a onetime appropriation and is available​
4.18until June 30, 2027. Of this amount, the city​
4.19of Austin may use up to five percent for​
4.20administration of the program. The​
4.21commissioner must provide an annual report​
4.22by January 5 of each year until January 5,​
4.232028, regarding the use of grant funds under​
4.24this paragraph to the chairs and ranking​
4.25minority members of the legislative​
4.26committees with jurisdiction over economic​
4.27development and higher education. The report​
4.28must include the number of students enrolled​
4.29and number of students who have completed​
4.30courses funded by this appropriation.​
4.31(i) $250,000 the second year is from the​
4.32workforce development fund for a grant to the​
4.33Greater Minneapolis Council of Churches for​
4.34a STEM training and career preparation​
4.35program targeted at the needs of BIPOC youth.​

5.8workforce development fund and is for a grant​
5.9to the Jobs Foundation for direct training,​
5.10support services, safety enhancements, and​
5.11economic support for formerly incarcerated​
5.12individuals participating in the Repowered​
5.13work readiness program. This is a onetime​
5.14appropriation.​
5.15(k) $100,000 the second year is from the​
5.16workforce development fund for a grant to the​
5.17North Minneapolis Pet Resource Center, also​
5.18known as Mypitbullisfamilycom.Inc,​
5.19Community Animal Medicine Professionals​
5.20(CAMP) program to provide training,​
5.21professional development workshops,​
5.22mentorship and leadership programs, and​
5.23develop recruitment and retention strategies.​

5.27to African Immigrants Community Services​

6.14address barriers facing the Black business​
6.15community, and for networking, mentorship,​
6.16and training programs. This is a onetime​
6.17appropriation and is available until June 30,​

6.19(o) $250,000 the second year is from the​
6.20workforce development fund and is for a grant​
6.21to the Karen Organization of Minnesota for​
6.22job training and financial support and​
6.23incentives for job training participants. This​

6.27to Indigenous Roots for soft skills training and​
6.28career readiness training for youth. This is a​

6.33in Action to provide workforce development​

10.10pilot serving in Ramsey County Career Labs​

10.12administrative expenses, such as outreach,​

10.15(ff) $100,000 the second year is from the​
10.16workforce development fund for a grant to​
10.17Film North to attract a film festival. This is a​
10.18onetime appropriation. The commissioner of​
10.19employment and economic development may​
10.20enter into an interagency agreement with​
10.21Explore Minnesota, including agreements to​
10.22transfer funds and administer the grant.​
10.23(gg) $400,000 the second year is from the​
10.24workforce development fund for a grant to the​
10.25Twin Cities Urban League for support,​
10.26capacity building, and expansion of the Work​
10.27Readiness Program. This is a onetime​
10.28appropriation.​
10.29(hh) $500,000 the second year is from the​
10.30workforce development fund for a grant to​
10.31Arrowhead Opportunity Agency for the​
10.32purposes of expanding workforce development​
10.33opportunities in the region through the creation​
10.34of a regional hub building where services can​
10.35be provided. Money may be used for the costs​

11.8infrastructure and associated costs for the​
11.9Taste of Minnesota event, including but not​
11.10limited to buildout, permits, garbage services,​
11.11staffing, security, equipment rentals, signage,​
11.12and insurance. This is a onetime appropriation.​
11.13The commissioner of employment and​
11.14economic development may enter into an​
11.15interagency agreement with Explore​
11.16Minnesota, including agreements to transfer​
11.17funds and administer the grant.​
11.18(jj) $50,000 the second year is from the​
11.19general fund for a grant to Block Builders​
11.20Foundation. This appropriation must be used​
11.21for programming targeted toward at-risk youth​
11.22coaching, financial literacy education, juvenile​
11.23offender diversion programming, and​
11.24community outreach. This is a onetime​
11.25appropriation.​
