44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. Minnesota Statutes 2024, section 124D.231, is amended to read:​
66 1.6 124D.231 FULL-SERVICE COMMUNITY SCHOOLS.​
77 1.7 Subdivision 1.Definitions.For the purposes of this section, the following terms have​
88 1.8the meanings given them.​
99 1.9 (a) "Community organization" means a community center, university, nonprofit​
1010 1.10organization that has, or other community-based organization focused on providing service​
1111 1.11to a specific geographic area. The partnering organization must have been in existence for​
1212 1.12three years or more and serves serve persons within the community surrounding the covered​
1313 1.13school site on education and other issues.​
1414 1.14 (b) "Community school consortium" means a group of schools and community​
1515 1.15organizations a partnership between at least one school and at least one community​
1616 1.16organization that propose to work together to plan and implement community school​
1717 1.17programming.​
1818 1.18 (c) "Community school programming" means services, activities, and opportunities​
1919 1.19described under subdivision 2, paragraph (f) 2c.​
2020 1.20 (d) "Community-wide full-service community school leadership team" means a​
2121 1.21district-level team that is responsible for guiding the vision, policy, resource alignment,​
2222 1.22implementation, oversight, and goal setting for community school programs within the​
2323 1​Section 1.​

3434 2.4unions, and nonprofit and other community-based partners; and, if applicable, the full-service​
3535 2.5community school initiative director.​
3636 2.6 (e) "Full-service community school initiative director" means a director responsible for​
3737 2.7coordinating districtwide administrative and leadership assistance to community school​
3838 2.8sites and site coordinators, including serving as chairperson for the district's community-wide​
3939 2.9full-service community school leadership team; site coordinator support; data gathering and​
4040 2.10evaluation; administration of partnership and data agreements, contracts, and procurement;​
4141 2.11and grant administration.​
4242 2.12 (f) "High-quality child care or early childhood education programming" means​
4343 2.13educational programming for preschool-aged children that is grounded in research, consistent​
4444 2.14with best practices in the field, and provided by licensed teachers.​
4545 2.15 (g) "School site" means a school site at which an applicant has proposed or has been​
4646 2.16funded to provide provided community school programming.​
4747 2.17 (h) "Site coordinator" means a full-time staff member serving one eligible school who​
4848 2.18is responsible for the identification, implementation, and coordination of programming to​
4949 2.19address the needs of the school community identified in the baseline analysis.​
5050 2.20 Subd. 2.Full-service community school program.(a) The commissioner shall provide​
5151 2.21funding to districts and charter schools with eligible school sites to plan, implement, and​
5252 2.22improve full-service community schools. Eligible school sites must meet one of the following​
5353 2.23criteria:​
5454 2.24 (1) the school is on a development plan for continuous improvement under section​
5555 2.25120B.35, subdivision 2; or​
5656 2.26 (2) the school is in a district that has an achievement and integration plan approved by​
5757 2.27the commissioner of education under sections 124D.861 and 124D.862.​
5858 2.28 (b) Districts and charter schools may receive up to:​
5959 2.29 (1) $100,000 for each eligible school available for up to one year to fund planning​
6060 2.30activities, including convening a full-service community school leadership team, facilitating​
6161 2.31family and community stakeholder engagement, conducting a baseline analysis, and creating​
6262 2.32a full-service community school plan. At the end of this period, the school must submit a​

6565 3.22b; and​
6666 3.3 (2) $200,000 annually for each eligible school for up to three years of implementation​
6767 3.4of a full-service community school plan, pursuant to paragraphs (f) and (g) subdivision 2c.​
6868 3.5School sites receiving funding under this section shall hire or contract with a partner agency​
6969 3.6to hire a site coordinator to coordinate services at each covered school site. Districts or​
7070 3.7charter schools receiving funding under this section for three or more schools shall provide​
7171 3.8or contract with a partner agency to provide a full-service community school initiative​
7272 3.9director.​
7373 3.10 (c) The commissioner shall consider additional school factors when dispensing funds​
7474 3.11including: schools with significant populations of students receiving eligible for free or​
7575 3.12reduced-price meals; significant homeless and highly mobile rates; equity among urban,​
7676 3.13suburban, and greater Minnesota schools; and demonstrated success implementing full-service​
7777 3.14community school programming. In prioritizing and dispensing funds, the commissioner​
7878 3.15must not prioritize existing full-service community school sites based upon previous funding​
7979 3.16sources. The commissioner must prioritize school sites based upon their ability to execute​
8080 3.17the full-service community model and the school review process under subdivision 3.​
8181 3.18 Subd. 2a.School leadership team.(d) (a) A school site must establish a full-service​
8282 3.19community school leadership team responsible for developing school-specific programming​
8383 3.20goals, assessing program needs, and overseeing the process of implementing expanded​
8484 3.21programming. The school leadership team shall must have at least 12 members and shall​
8585 3.22meet, including but not limited to the following requirements representatives:​
8686 3.23 (1) at least 30 percent of the two members who are parents, guardians, family members,​
8787 3.24or students and 30 percent of the at the school site;​
8888 3.25 (2) at least two members who are teachers or school leaders at the school site and must​
8989 3.26include;​
9090 3.27 (3) the school principal; and​
9191 3.28 (4) representatives from partner agencies; and or the community.​
9292 3.29 (2) (b) The full-service community school leadership team must be responsible for​
9393 3.30overseeing the baseline analyses under paragraph (e) subdivision 2b and the creation of a​
9494 3.31full-service community school plan under paragraphs (f) and (g) subdivision 2c. A full-service​
9595 3.32community school leadership team must meet at least quarterly and have ongoing​
9696 3.33responsibility for monitoring the development and implementation of full-service community​
9797 3​Section 1.​

9999 4.2to schools on a regular basis and summarized in an annual report. These reports shall also​
100100 4.3must be made available to the public at the school site and on school and district websites.​
101101 4.4 Subd. 2b.Baseline analysis.(e) School sites must complete a baseline analysis prior to​
102102 4.5the creation of a full-service community school plan. The analysis shall must include:​
103103 4.6 (1) a baseline analysis of needs at the school site, led by the school leadership team,​
104104 4.7including the following elements:​
105105 4.8 (i) identification of challenges facing the school;​
106106 4.9 (ii) analysis of the student body, including:​
107107 4.10 (A) number and percentage of students with disabilities and needs of these students;​
108108 4.11 (B) number and percentage of students who are English learners and the needs of these​
109109 4.12students;​
110110 4.13 (C) number of students who are homeless or highly mobile;​
111111 4.14 (D) number and percentage of students receiving free or reduced-price meals and the​
112112 4.15needs of these students; and​
113113 4.16 (E) number and percentage of students by race and ethnicity;​
114114 4.17 (iii) analysis of enrollment and retention rates for students with disabilities, English​
115115 4.18learners, homeless and highly mobile students, and students receiving free or reduced-price​
116116 4.19meals;​
117117 4.20 (iv) analysis of suspension and expulsion data, including the justification for such​
118118 4.21disciplinary actions and the degree to which particular populations, including but not limited​
119119 4.22to American Indian students and students of color, students with disabilities, students who​
120120 4.23are English learners, and students receiving free or reduced-price meals are represented​
121121 4.24among students subject to such actions;​
122122 4.25 (v) analysis of school achievement data disaggregated by major demographic categories,​
123123 4.26including but not limited to race, ethnicity, English learner status, disability status, and free​
124124 4.27or reduced-price meals status;​
125125 4.28 (vi) analysis of current parent engagement strategies and their success; and​
126126 4.29 (vii) evaluation of the need for and availability of full-service community school activities,​
127127 4.30including, but not limited to:​

130130 5.2partnerships with social and health service agencies and providers, and may include medical,​
131131 5.3dental, vision care, and mental health services or counselors to assist with housing,​
132132 5.4transportation, nutrition, immigration, or criminal justice issues;​
133133 5.5 (B) expanded and enriched learning time and opportunities, including before-school,​
134134 5.6after-school, weekend, and summer programs that provide additional academic instruction,​
135135 5.7individualized academic support, enrichment activities, and learning opportunities that​
136136 5.8emphasize real-world learning and community problem solving and may include art, music,​
137137 5.9drama, creative writing, hands-on experience with engineering or science, tutoring and​
138138 5.10homework help, or recreational programs that enhance and are consistent with the school's​
139139 5.11curriculum;​
140140 5.12 (C) active family and community engagement that brings students' families and the​
141141 5.13community into the school as partners in education and makes the school a neighborhood​
142142 5.14hub, providing adults with educational opportunities that may include adult English as a​
143143 5.15second language classes, computer skills, art, or other programs that bring community​
144144 5.16members into the school for meetings or events; and​
145145 5.17 (D) collaborative leadership and practices that build a culture of professional learning,​
146146 5.18collective trust, and shared responsibility and include a school-based full-service community​
147147 5.19school leadership team, a full-service community school site coordinator, a full-service​
148148 5.20community school initiative director, a community-wide leadership team, other leadership​
149149 5.21or governance teams, teacher learning communities, or other staff to manage the joint work​
150150 5.22of school and community organizations;​
151151 5.23 (2) a baseline analysis of community assets, including documentation of individuals in​
152152 5.24the community, faith-based organizations, community and neighborhood associations,​
153153 5.25colleges, hospitals, libraries, businesses, and social service agencies that may be able to​
154154 5.26provide support and resources; and​
155155 5.27 (3) a baseline analysis of needs in the community surrounding the school, led by the​
156156 5.28school leadership team, including:​
157157 5.29 (i) the need for high-quality, full-day child care and early childhood education programs;​
158158 5.30 (ii) the need for physical and mental health care services for children and adults; and​
159159 5.31 (iii) the need for job training and other adult education programming.​

162162 6.2develop a full-service community school plan that utilizes and aligns district and community​
163163 6.3assets and establishes services in at least two of the following types of programming:​
164164 6.4 (1) early childhood:​
165165 6.5 (i) early childhood education; and​
166166 6.6 (ii) child care services;​
167167 6.7 (2) academic:​
168168 6.8 (i) academic support and enrichment activities, including expanded learning time;​
169169 6.9 (ii) summer or after-school enrichment and learning experiences;​
170170 6.10 (iii) job training, internship opportunities, and career counseling services;​
171171 6.11 (iv) programs that provide assistance to students who have been chronically absent,​
172172 6.12truant, suspended, or expelled; and​
173173 6.13 (v) specialized instructional support services;​
174174 6.14 (3) parental involvement:​
175175 6.15 (i) programs that promote parental involvement and family literacy;​
176176 6.16 (ii) parent leadership development activities that empower and strengthen families and​
177177 6.17communities, provide volunteer opportunities, or promote inclusion in school-based​
178178 6.18leadership teams; and​
179179 6.19 (iii) parenting education activities;​
180180 6.20 (4) mental and physical health:​
181181 6.21 (i) mentoring and other youth development programs, including peer mentoring and​
182182 6.22conflict mediation;​
183183 6.23 (ii) juvenile crime prevention and rehabilitation programs;​
184184 6.24 (iii) home visitation services by teachers and other professionals;​
185185 6.25 (iv) developmentally appropriate physical education;​
186186 6.26 (v) nutrition services;​
187187 6.27 (vi) primary health and dental care; and​
188188 6.28 (vii) mental health counseling services;​
189189 6.29 (5) community involvement:​

192192 7.2 (ii) adult education, including instruction in English as a second language; and​
193193 7.3 (iii) homeless prevention services;​
194194 7.4 (6) positive discipline practices; and​
195195 7.5 (7) other programming designed to meet school and community needs identified in the​
196196 7.6baseline analysis and reflected in the full-service community school plan.​
197197 7.7 (g) (b) The full-service community school leadership team at each school site must​
198198 7.8develop a full-service community school plan detailing the steps the school leadership team​
199199 7.9will take, including:​
200200 7.10 (1) timely establishment and consistent operation of the school leadership team;​
201201 7.11 (2) maintenance of attendance records in all programming components;​
202202 7.12 (3) maintenance of measurable data showing annual participation and the impact of​
203203 7.13programming on the participating children and adults;​
204204 7.14 (4) documentation of meaningful and sustained collaboration between the school and​
205205 7.15community stakeholders, including local governmental units, civic engagement organizations,​
206206 7.16businesses, and social service providers;​
207207 7.17 (5) establishment and maintenance of partnerships with institutions, such as universities,​
208208 7.18hospitals, museums, or not-for-profit community organizations to further the development​
209209 7.19and implementation of community school programming;​
210210 7.20 (6) ensuring compliance with the district nondiscrimination policy; and​
211211 7.21 (7) plan for school leadership team development.​
212212 7.22 Subd. 3.Full-service community school review.(a) A full-service community school​
213213 7.23site must submit to the commissioner, and make available at the school site and online, a​
214214 7.24report describing efforts to integrate community school programming at each covered school​
215215 7.25site and the effect of the transition to a full-service community school on participating​
216216 7.26children and adults. This report shall include, but is not limited to, the following:​
217217 7.27 (1) an assessment of the effectiveness of the school site in development or implementing​
218218 7.28the community school plan;​
219219 7.29 (2) problems encountered in the design and execution of the community school plan,​
220220 7.30including identification of any federal, state, or local statute or regulation impeding program​
221221 7.31implementation;​

224224 8.2of the community school plan;​
225225 8.3 (4) recommendations for improving delivery of community school programming to​

227227 8.5 (5) the number and percentage of students receiving community school programming​
228228 8.6who had not previously been served;​
229229 8.7 (6) the number and percentage of nonstudent community members receiving community​
230230 8.8school programming who had not previously been served;​
231231 8.9 (7) improvement in retention among students who receive community school​
232232 8.10programming;​
233233 8.11 (8) improvement in academic achievement among students who receive community​
234234 8.12school programming;​
235235 8.13 (9) changes in student's readiness to enter school, active involvement in learning and in​
236236 8.14their community, physical, social and emotional health, and student's relationship with the​
237237 8.15school and community environment;​
238238 8.16 (10) an accounting of anticipated local budget savings, if any, resulting from the​
239239 8.17implementation of the program;​
240240 8.18 (11) improvements to the frequency or depth of families' involvement with their children's​
241241 8.19education;​
242242 8.20 (12) assessment of community stakeholder satisfaction;​
243243 8.21 (13) assessment of institutional partner satisfaction;​
244244 8.22 (14) the ability, or anticipated ability, of the school site and partners to continue to​
245245 8.23provide services in the absence of future funding under this section;​
246246 8.24 (15) increases in access to services for students and their families; and​
247247 8.25 (16) the degree of increased collaboration among participating agencies and private​
248248 8.26partners.​
249249 8.27 (b) Reports submitted under this section shall be evaluated by the commissioner with​
250250 8.28respect to the following criteria:​
251251 8.29 (1) the effectiveness of the school or the community school consortium in implementing​
252252 8.30the full-service community school plan, including the degree to which the school site​
253253 8.31navigated difficulties encountered in the design and operation of the full-service community​

261261 9.7 (4) the degree to which there has been an improvement in retention of students and​

264264 9.10 (5) local budget savings, if any, resulting from the implementation of the program;​
265265 9.11 (6) the degree of community stakeholder and institutional partner engagement;​
266266 9.12 (7) the ability, or anticipated ability, of the school site and partners to continue to provide​
267267 9.13services in the absence of future funding under this section;​
268268 9.14 (8) increases in access to services for students and their families; and​
269269 9.15 (9) the degree of increased collaboration among participating agencies and private​
270270 9.16partners.​
271271 9.17 Sec. 2. APPROPRIATIONS.​
272272 9.18 Subdivision 1.Department of Education.The sums indicated in this section are​
273273 9.19appropriated from the general fund to the Department of Education for the fiscal years​
274274 9.20designated.​
275275 9.21 Subd. 2.Full-service community schools.(a) For grants to plan or expand the​
276276 9.22full-service community schools program under Minnesota Statutes, section 124D.231:​

279279 9.25 (b) Of this amount, priority must be given to programs in the following order:​
280280 9.26 (1) existing full-service community school sites with demonstrated readiness to execute​

282282 9.28least one full-time site coordinator, established family engagement processes, extended day​
283283 9.29and enrichment activities, and ability to comply with the school review process under​
284284 9.30Minnesota Statutes, section 124D.231, subdivision 3;​
