77 1.7 Section 1. Minnesota Statutes 2024, section 148E.060, subdivision 1, is amended to read:​
88 1.8 Subdivision 1.Students or persons not currently licensed in another jurisdiction.(a)​
99 1.9To be issued a temporary license to practice social work, an applicant who is a student as​
1010 1.10defined in section 148E.010 or a person not licensed or credentialed to practice social work​
1111 1.11in any jurisdiction must provide evidence satisfactory to the board that the applicant:​
1212 1.12 (1) has submitted a current application for a license under section 148E.055;​
1313 1.13 (2) has submitted the required fees and documentation for the criminal background check​
1414 1.14according to section 214.075;​
1515 1.15 (3) has passed the applicable licensure examination required in section 148E.055;​
1616 1.16 (4) (3) has completed all requirements for a baccalaureate or graduate degree in social​
1717 1.17work from a program accredited by the Council on Social Work Education, the Canadian​
1818 1.18Association of Schools of Social Work, or a similar accrediting body that the board​
1919 1.19designates, or a doctorate in social work from an accredited university, including all​
2020 1.20coursework and internships required to obtain the degree;​

3030 2.2board has provided. For electronic applications, a "signed application" means providing an​
3131 2.3attestation that the board has specified;​
3232 2.4 (6) (5) has paid the fee specified in section 148E.180; and​
3333 2.5 (7) (6) has not engaged in conduct that was or would be in violation of the standards of​
3434 2.6practice specified in sections 148E.195 to 148E.240. If the applicant has engaged in conduct​
3535 2.7that was or would be in violation of the standards of practice, the board may take action​
3636 2.8according to sections 148E.255 to 148E.270.​
3737 2.9 (b) A temporary license is effective on the day that the board receives the application​
3838 2.10and fee or on the date that all requirements are complete as specified in this subdivision,​
3939 2.11whichever date is later.​
4040 2.12 (c) A temporary license issued under this subdivision expires on the last day of the month​
4141 2.13six months from the effective date or when a license is issued under section 148E.055,​
4242 2.14whichever date is earlier. A temporary license is nonrenewable.​
4343 2.15 (d) In all professional use of the social worker's name, an individual with a baccalaureate​
4444 2.16or graduate temporary license must represent themselves as a Temporary License​
4545 2.17Baccalaureate Social Worker or Temporary License Graduate Social Worker. An individual​
4646 2.18with a baccalaureate or graduate temporary license must not use the credentials LSW,​
4747 2.19LGSW, LISW, or LICSW until the individual is issued a license under section 148E.055.​
4848 2.20 (e) An individual issued a baccalaureate temporary license under this subdivision is​
4949 2.21authorized to practice social work as described in section 148E.050, subdivision 2. An​
5050 2.22individual issued a graduate temporary license under this subdivision is authorized to practice​
5151 2.23social work as described in section 148E.050, subdivision 3.​
5252 2.24 (f) An individual issued a temporary license under this subdivision must obtain​
5353 2.25supervision in compliance with sections 148E.100 to 148E.125. Supervised practice obtained​
5454 2.26with a temporary license applies to the supervised practice requirements for a license issued​
5555 2.27under section 148E.055.​
5656 2.28 (g) An individual issued a temporary license under this subdivision may complete​
5757 2.29continuing education in compliance with the requirements of section 148E.130. Continuing​
5858 2.30education obtained with a temporary license may be applied to the continuing education​
5959 2.31requirements of a license issued under section 148E.055.​

6262 3.2 Subd. 2a.Applicants graduating from programs in candidacy status.(a) To be issued​
6363 3.3a temporary license to practice social work, an applicant who is a student as defined in​
6464 3.4section 148E.010 or a graduate from a program in candidacy status with the Council on​
6565 3.5Social Work Education, the Canadian Association of Schools of Social Work, or a similar​
6666 3.6accrediting body that the board designates, must provide evidence satisfactory to the board​
6767 3.7that the applicant:​
6868 3.8 (1) has a current application for a license under section 148E.055;​
6969 3.9 (2) has submitted the required fees and documentation for the criminal background check​
7070 3.10according to section 214.075;​
7171 3.11 (3) has passed the applicable licensure examination required in section 148E.055;​
7272 3.12 (4) (3) has completed all requirements for a baccalaureate, graduate, or doctoral degree​
7373 3.13in social work from a program in candidacy status with the Council on Social Work​
7474 3.14Education, the Canadian Association of Schools of Social Work, or a similar accrediting​
7575 3.15body that the board designates, including all coursework and internships required to obtain​
7676 3.16the degree;​

8585 3.25 (b) A temporary license is effective on the day that the board receives the application​

8888 3.28 (c) A temporary license issued under this subdivision expires on the last day of the month​

105105 4.12 (g) An individual issued a temporary license under this subdivision must obtain​
106106 4.13supervision in compliance with sections 148E.100 to 148E.125. Supervised practice obtained​
107107 4.14with a temporary license applies to the supervised practice requirements for a license issued​
108108 4.15under section 148E.055.​
109109 4.16 (h) An individual who has a temporary license under this subdivision may complete​
110110 4.17continuing education in compliance with the requirements of section 148E.130. An individual​
111111 4.18who earns continuing education hours with a temporary license may apply those continuing​
112112 4.19education hours to the continuing education requirements of a license under section 148E.055.​
113113 4.20 (i) If the Council on Social Work Education, the Canadian Association of Schools of​
114114 4.21Social Work, or a similar accrediting body that the board designates does not grant​
115115 4.22accreditation to the program in candidacy status, the board must immediately revoke the​
116116 4.23temporary license.​
117117 4.24 Sec. 3. Minnesota Statutes 2024, section 148E.120, subdivision 1, is amended to read:​
118118 4.25 Subdivision 1.Supervisors licensed as social workers.(a) Except as provided in​
119119 4.26subdivision 2, to be eligible to provide supervision under this section, a social worker,​
120120 4.27including a social worker holding a provisional license, must:​
121121 4.28 (1) have completed 30 hours of training in supervision through coursework from an​
122122 4.29accredited college or university, or through continuing education in compliance with sections​
123123 4.30148E.130 and 148E.145;​
124124 4.31 (2) be competent in the activities being supervised; and​
125125 4​Sec. 3.​

127127 5.2requirements specified in this section and sections 148E.100 to 148E.115. The board may​
128128 5.3audit the information provided to determine compliance with the requirements of this section.​
129129 5.4 (b) A licensed independent clinical social worker providing clinical licensing supervision​
130130 5.5to a licensed graduate social worker or a licensed independent social worker must have at​
131131 5.6least 2,000 hours of experience in authorized social work practice, including 1,000 hours​
132132 5.7of experience in clinical practice after obtaining a licensed independent clinical social worker​
133133 5.8license.​
134134 5.9 (c) A licensed social worker, licensed graduate social worker, licensed independent​
135135 5.10social worker, or licensed independent clinical social worker providing nonclinical licensing​
136136 5.11supervision must have completed the supervised practice requirements specified in section​
137137 5.12148E.100, 148E.105, 148E.106, 148E.110, or 148E.115, as applicable.​
138138 5.13 Sec. 4. Minnesota Statutes 2024, section 148E.126, subdivision 1, is amended to read:​
139139 5.14 Subdivision 1.Supervision plan.(a) An applicant granted a provisional license must​
140140 5.15submit, on a form provided by the board, a supervision plan for meeting the supervision​
141141 5.16requirements in section 148E.116.​
142142 5.17 (b) The supervision plan must be submitted no later than 30 60 days after the licensee​
143143 5.18begins a social work practice position.​
144144 5.19 (c) The supervision plan must include the following:​
145145 5.20 (1) the name of the supervisee, the name of the agency in which the supervisee is being​
146146 5.21supervised, and the supervisee's position title;​
147147 5.22 (2) the name and qualifications of the person providing the supervision;​
148148 5.23 (3) the number of hours of one-on-one supervision and the number and type of additional​
149149 5.24hours of supervision to be completed by the supervisee;​
150150 5.25 (4) the supervisee's position description;​
151151 5.26 (5) a brief description of the supervision the supervisee will receive in the following​
152152 5.27content areas:​
153153 5.28 (i) clinical practice, if applicable;​
154154 5.29 (ii) development of professional social work knowledge, skills, and values;​
155155 5.30 (iii) practice methods;​
156156 5.31 (iv) authorized scope of practice;​
157157 5​Sec. 4.​

159159 6.2 (vi) ethical standards of practice; and​
160160 6.3 (6) if applicable, a detailed description of the supervisee's clinical social work practice,​
161161 6.4addressing:​
162162 6.5 (i) the client population, the range of presenting issues, and the diagnoses;​
163163 6.6 (ii) the clinical modalities that were utilized; and​
164164 6.7 (iii) the process utilized for determining clinical diagnoses, including the diagnostic​
165165 6.8instruments used and the role of the supervisee in the diagnostic process.​
166166 6.9 (d) The board must receive a revised supervision plan within 30 60 days of any of the​
167167 6.10following changes:​
168168 6.11 (1) the supervisee has a new supervisor;​
169169 6.12 (2) the supervisee begins a new social work position;​
170170 6.13 (3) the scope or content of the supervisee's social work practice changes substantially;​
171171 6.14 (4) the number of practice or supervision hours changes substantially; or​
172172 6.15 (5) the type of supervision changes as supervision is described in section 148E.116.​
173173 6.16 (e) The board must approve the supervisor and the supervision plan.​
