1.1 A bill for an act
1.2 relating to economic development; requiring a report; appropriating money.
1.3BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.4 Section 1. APPROPRIATION; CONTINUOUS LIVING COVER CROPS.
1.5 $5,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner
1.6of employment and economic development to make grants, in consultation with the
1.7commissioner of agriculture, to organizations in Minnesota to develop enterprises, supply
1.8chains, and markets for continuous living cover crops and cropping systems in the early
1.9stage of commercial development, including regenerative poultry silvopasture systems,
1.10Kernza perennial grain, winter camelina, and elderberry. A grantee may not receive a grant
1.11for the same purposes as this section from another agency within the same calendar year.
1.12By January 15th, 2027, the commissioner must report to the chairs and ranking minority
1.13members of the legislative committees with jurisdiction over economic development and
1.14agriculture regarding the uses of grant funds, including the amount of grant funds used for
1.15administration. This is a onetime appropriation.
