55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 136A.121, subdivision 6, is amended to read:​
77 1.7 Subd. 6.Cost of attendance.(a) The recognized cost of attendance consists of: (1) an​
88 1.8allowance specified in law for living and miscellaneous expenses, and (2) an allowance for​
99 1.9tuition and fees equal to the lesser of the average tuition and fees charged by the institution,​
1010 1.10or a tuition and fee maximum if one is established in law. If no living and miscellaneous​
1111 1.11expense allowance is established in law, the allowance is equal to 115 percent of the federal​
1212 1.12poverty guidelines for a one person household in Minnesota for nine months. If no tuition​
1313 1.13and fee maximum is established in law, the allowance for tuition and fees is equal to the​
1414 1.14lesser of: (1) the average tuition and fees charged by the institution, and (2) for two-year​
1515 1.15programs, an amount equal to the highest tuition and fees charged at a public two-year​
1616 1.16institution Minnesota state college, or for four-year programs, an amount equal to the highest​
1717 1.17tuition and fees charged at a public Minnesota state university.​
1818 1.18 (b) For a student registering for less than full time, the office shall prorate the cost of​
1919 1.19attendance using the ratio of the number of credits the student is enrolled in to the number​
2020 1.20of credits for full-time enrollment.​
2121 1.21 (c) The recognized cost of attendance for a student who is confined to a Minnesota​
2222 1.22correctional institution shall consist of the tuition and fee component in paragraph (a), with​
2323 1.23no allowance for living and miscellaneous expenses.​

4141 2.10 Notwithstanding Minnesota Statutes, section 136A.121, subdivision 6, for fiscal years​
4242 2.112027 through 2032, the tuition and fee maximum for a four-year program for a student who​
4343 2.12was enrolled in an eligible institution in the 2025-2026 school year or before equals the​
4444 2.13highest tuition and fees charged at a public university for the current school year.​
