11 1.1 A bill for an act​

44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. APPROPRIATION; WASTEWATER TREATMENT WASTE HEAT​
66 1.6RECOVERY PILOT PROGRAM.​
77 1.7 (a) $....... in fiscal year 2026 is appropriated from the general fund to the commissioner​
88 1.8of the Pollution Control Agency for a pilot program to capture waste heat from wastewater​
99 1.9treatment facilities to provide heat through integration with a new or existing district energy​
1010 1.10system or other means. The commissioner must use this appropriation to:​
1111 1.11 (1) identify wastewater facilities throughout the state where waste heat from wastewater​
1212 1.12treatment could feasibly be captured and integrated;​
1313 1.13 (2) quantify the total amount of energy available for heating purposes;​
1414 1.14 (3) fund engineering review and design for one project located in the seven-county​
1515 1.15metropolitan area and one project located outside the metropolitan area; and​
1616 1.16 (4) produce the report required by paragraph (b).​
1717 1.17 (b) By December 1, 2027, the commissioner must report to the chairs and ranking​
1818 1.18minority members of the legislative committees with primary jurisdiction over environment​
1919 1.19policy and finance on the pilot project funded under this section. The report must include:​
