44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. [148.781] CENTRAL SERVICE TECHNICIAN.​
66 1.6 Subdivision 1.Application.This section applies to persons who perform the functions​
77 1.7of a central service technician in a health care facility.​
88 1.8 Subd. 2.Definitions.For the purposes of this section, the following terms have the​
99 1.9meanings given:​
1010 1.10 (1) "central service technician" means a person who decontaminates, inspects, assembles,​
1111 1.11packages, and sterilizes reusable medical instruments or devices being used by a health care​
1212 1.12facility;​
1313 1.13 (2) "health care practitioner" means a person licensed or registered under this chapter​
1414 1.14and chapters 150A, 153, 153B, 154, 155A, and 156, including any intern, resident, fellow,​
1515 1.15or medical officer who conducts or assists with the performance of surgery; and​
1616 1.16 (3) "health care facility" means a hospital or ambulatory surgery center.​
1717 1.17 Subd. 3.Requirements for central service technician.(a) A health care facility shall​
1818 1.18employ or otherwise retain the services of a central service technician only if the central​
1919 1.19service technician:​
2020 1.20 (1) has successfully passed a nationally accredited central service exam for central service​
2121 1.21technicians and holds and maintains credentials administered by a nationally accredited​

3131 2.2technician credential, a certified endoscope reprocessor credential, a certified sterile​
3232 2.3processing and distribution technician credential, or a certified flexible endoscope reprocessor​
3333 2.4credential; or​
3434 2.5 (2) provides evidence that the person was employed by or was retained as a central​
3535 2.6service technician by a health care facility on or before December 31, 2027.​
3636 2.7 (b) A central service technician who does not meet the requirements of paragraph (a),​
3737 2.8clause (1), shall have 18 months from the date of hire to obtain a certified registered central​
3838 2.9service technician credential, a certified endoscope reprocessor credential, a certified sterile​
3939 2.10processing and distribution technician credential, or a certified flexible endoscope reprocessor​
4040 2.11credential.​
4141 2.12 (c) A person who qualifies to operate as a central service technician in a health care​
4242 2.13facility under paragraph (a) must annually complete ten hours of continuing education​
4343 2.14credits to remain qualified to operate as a central service technician. The continuing education​
4444 2.15required under this paragraph must be related to the functions of a central service technician.​
4545 2.16 (d) Nothing in this subdivision shall prohibit the following persons from performing the​
4646 2.17tasks or functions of a central service technician:​
4747 2.18 (1) a health care practitioner;​
4848 2.19 (2) a person who holds or maintains a registration, certification, or license by a nationally​
4949 2.20accredited credentialing organization to perform health care services; or​
5050 2.21 (3) a student or intern performing the functions of a central service technician under the​
5151 2.22direct supervision of a health care practitioner as part of the student's or intern's training or​
5252 2.23internship.​
5353 2.24 (e) A health care facility shall, upon the written request of a central service technician,​
5454 2.25verify in writing the central service technician's dates of employment or the contract period​
5555 2.26during which the central service technician provided services to the health care facility.​
5656 2.27 EFFECTIVE DATE.This section is effective 180 days after final enactment.​
