1.1 A bill for an act 1.2 relating to capital investment; appropriating money for a regional household 1.3 hazardous waste and recycling facility in Dakota County; authorizing the sale and 1.4 issuance of state bonds. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. DAKOTA-SCOTT COUNTIES; HOUSEHOLD HAZARDOUS WASTE 1.7AND RECYCLING FACILITY. 1.8 Subdivision 1.Appropriation.$8,000,000 is appropriated from the bond proceeds fund 1.9to the Pollution Control Agency for a grant under the solid waste capital assistance grant 1.10program in Minnesota Statutes, section 115A.54, to the joint powers entity established under 1.11Minnesota Statutes, section 471.59, subdivision 1, between Dakota and Scott Counties, to 1.12construct and equip a new regional facility to process household hazardous waste and 1.13recycling for Dakota and Scott Counties. The facility will be located in Dakota County at 1.14a site that best supports access needs for residents and businesses from both Dakota and 1.15Scott Counties. 1.16 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond 1.17proceeds fund, the commissioner of management and budget shall sell and issue bonds of 1.18the state in an amount up to $8,000,000 in the manner, upon the terms, and with the effect 1.19prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota 1.20Constitution, article XI, sections 4 to 7. 1.21 EFFECTIVE DATE.This section is effective the day following final enactment. 1Section 1. 25-01920 as introduced01/07/25 REVISOR JSK/EH SENATE STATE OF MINNESOTA S.F.
