55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 340A.404, subdivision 1, is amended to read:​
77 1.7 Subdivision 1.Cities.(a) A city may issue an on-sale intoxicating liquor license to the​
88 1.8following establishments located within its jurisdiction:​
99 1.9 (1) hotels;​
1010 1.10 (2) restaurants;​
1111 1.11 (3) bowling centers;​
1212 1.12 (4) clubs or congressionally chartered veterans organizations with the approval of the​
1313 1.13commissioner, provided that the organization has been in existence for at least three years​
1414 1.14and liquor sales will only be to members and bona fide guests, except that a club may permit​
1515 1.15the general public to participate in a wine tasting conducted at the club under section​
1616 1.16340A.419;​
1717 1.17 (5) sports facilities, restaurants, clubs, or bars located on land owned or leased by the​
1818 1.18Minnesota Sports Facilities Authority;​
1919 1.19 (6) sports facilities located on land owned by the Metropolitan Sports Commission;​
2020 1.20 (7) exclusive liquor stores; and​
2121 1.21 (8) resorts as defined in section 157.15, subdivision 11.; and​

3131 2.2 (b) A city may issue an on-sale intoxicating liquor license, an on-sale wine license, or​
3232 2.3an on-sale malt liquor license to a theater within the city, notwithstanding any law, local​
3333 2.4ordinance, or charter provision. A license issued under this paragraph authorizes sales on​
3434 2.5all days of the week to persons attending events at the theater.​
3535 2.6 (c) A city may issue an on-sale intoxicating liquor license, an on-sale wine license, or​
3636 2.7an on-sale malt liquor license to a convention center within the city, notwithstanding any​
3737 2.8law, local ordinance, or charter provision. A license issued under this paragraph authorizes​
3838 2.9sales on all days of the week to persons attending events at the convention center. This​
3939 2.10paragraph does not apply to convention centers located in the seven-county metropolitan​
4040 2.11area.​
4141 2.12 (d) A municipality may issue an on-sale wine license and an on-sale malt liquor license​
4242 2.13to a person who is the owner of a summer collegiate league baseball team or baseball team​
4343 2.14competing in a league established by the Minnesota Baseball Association, or to a person​
4444 2.15holding a concessions or management contract with the owner, for beverage sales at a​
4545 2.16ballpark or stadium located within the municipality for the purposes of summer collegiate​
4646 2.17league baseball games, town ball games, and any other events at the ballpark or stadium,​
4747 2.18notwithstanding any law, local ordinance, or charter provision. A license issued under this​
4848 2.19paragraph authorizes sales on all days of the week to persons attending baseball games and​
4949 2.20any other events at the ballpark or stadium.​
5050 2.21 (e) A municipality may issue an on-sale malt liquor license to a resort as defined in​
5151 2.22section 157.15, subdivision 11, notwithstanding any law, local ordinance, or charter provision.​
5252 2.23A license issued under this paragraph authorizes sales on all days of the week to persons​
5353 2.24staying at the resort and their guests.​
5454 2.25 EFFECTIVE DATE.This section is effective the day following final enactment.​
