5	5		1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
6	6		1.6 Section 1. [462A.381] AFRICAN AMERICAN WORKFORCE AND AFFORDABLE
7	7		1.7HOMEOWNERSHIP DEVELOPMENT PROGRAM.
8	8		1.8 Subdivision 1.Establishment.The African American workforce and affordable
9	9		1.9homeownership development program is established to award homeownership and workforce
10	10		1.10development grants to cities, Tribal governments, nonprofit organizations, cooperatives
11		-	1.11created under chapter 308A~~, 308B,~~ or ~~308C~~, and community land trusts created for the
12		-	1.~~12purposes outlined~~ in section 462A.31, subdivision 1, for development of affordable
13		-	1.~~13homeownership projects~~ targeted to African Americans using African Americans in the
14		-	1.~~14workforce. The purpose~~ of the program is to increase the supply of affordable,
15		-	1.~~15owner-occupied multifamily or~~ single-family housing throughout the state for African
16		-	1.~~16Americans using African Americans as~~ the production workforce.

35	33		2.4 (b) Grant funds awarded under this program must be used for the following costs
36	34		2.5associated with targeted African American affordable homeownership and workforce
37	35		2.6development and utilization:
38	36		2.7 (1) creating or expanding African American-run business development programs;
39	37		2.8 (2) creating or expanding African American-run job training programs;
40		-	2.9 (3) creating or expanding African American-run job placement programs; or
	38	+	2.9 (3) creating or expanding African American-run job placement programs; and
41	39		2.10 (4) creating or expanding African American-run housing organizations' capacity to
42	40		2.11participate in the objectives of this section.
43	41		2.12 (c) A project funded through the grant program shall serve African American households
44		-	2.~~13with incomes at or below~~ 80 percent of the state median income.
	42	+	2.13that meet 80 percent or less of the state median income for African Americans.
45	43		2.14 Subd. 3.Application.The commissioner shall develop forms and procedures for soliciting
46	44		2.15and reviewing applications for grants under this section. The commissioner shall consult
47	45		2.16with interested stakeholders and African Americans selected by the Council for Minnesotans
48	46		2.17of African Heritage when developing guidelines and procedures for the program. In making
49	47		2.18grants, the commissioner shall establish semiannual application deadlines when grants may
50	48		2.19be authorized from available appropriations.
51	49		2.20 Sec. 2. APPROPRIATION; AFRICAN AMERICAN WORKFORCE AND
52	50		2.21AFFORDABLE HOMEOWNERSHIP DEVELOPMENT PROGRAM.
53	51		2.22 $....... in fiscal year 2026 is appropriated from the general fund to the commissioner of
54	52		2.23housing finance for the African American workforce and affordable homeownership
55	53		2.24development program as specified in section 1.
