66 1.6 Section 1. [462A.381] AFRICAN AMERICAN WORKFORCE AND AFFORDABLE​
77 1.7HOMEOWNERSHIP DEVELOPMENT PROGRAM.​
88 1.8 Subdivision 1.Establishment.The African American workforce and affordable​
99 1.9homeownership development program is established to award homeownership and workforce​
1010 1.10development grants to cities, Tribal governments, nonprofit organizations, cooperatives​
11-1.11created under chapter 308A, 308B, or 308C, and community land trusts created for the​
12-1.12purposes outlined in section 462A.31, subdivision 1, for development of affordable​
13-1.13homeownership projects targeted to African Americans using African Americans in the​
14-1.14workforce. The purpose of the program is to increase the supply of affordable,​
15-1.15owner-occupied multifamily or single-family housing throughout the state for African​
16-1.16Americans using African Americans as the production workforce.​

4341 2.12 (c) A project funded through the grant program shall serve African American households​
44-2.13with incomes at or below 80 percent of the state median income.​

4543 2.14 Subd. 3.Application.The commissioner shall develop forms and procedures for soliciting​
4644 2.15and reviewing applications for grants under this section. The commissioner shall consult​
4745 2.16with interested stakeholders and African Americans selected by the Council for Minnesotans​
4846 2.17of African Heritage when developing guidelines and procedures for the program. In making​
4947 2.18grants, the commissioner shall establish semiannual application deadlines when grants may​
5048 2.19be authorized from available appropriations.​
5149 2.20 Sec. 2. APPROPRIATION; AFRICAN AMERICAN WORKFORCE AND​
