1.1 A bill for an act 1.2 relating to economic development; appropriating money for a grant to MNSBIR, 1.3 Inc. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. APPROPRIATION; ASSISTANCE TO MINNESOTA SMALL 1.6BUSINESSES TO SECURE FEDERAL RESEARCH AND DEVELOPMENT 1.7FUNDING. 1.8 (a) $5,000,000 in fiscal year 2026 is appropriated from the general fund to the 1.9commissioner of employment and economic development for a grant to MNSBIR, Inc., for 1.10support of the small business research and development goals provided in Minnesota Statutes, 1.11section 3.222. This appropriation is onetime and is available until June 30, 2027. 1.12 (b) The purpose of the grant is to support moving scientific excellence and technological 1.13innovation from the lab to the market for startups and small businesses by: 1.14 (1) securing federal research and development funding to build a strong innovation 1.15economy and stimulate the creation of novel products, services, and solutions; 1.16 (2) strengthening the role of startups and small businesses in meeting federal research 1.17and development needs; 1.18 (3) increasing the commercial application of federally supported research results; and 1.19 (4) developing and increasing the Minnesota workforce, especially by fostering and 1.20encouraging participation by small businesses owned by people who are Black, Indigenous, 1.21People of Color, and women. 1Section 1. 25-04626 as introduced03/05/25 REVISOR SS/EN SENATE STATE OF MINNESOTA S.F.
