7	7	1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
8	8	1.8 Section 1. Minnesota Statutes 2024, section 155A.23, is amended by adding a subdivision
9	9	1.9to read:
10	10	1.10 Subd. 22.Textured hair."Textured hair" is hair that is coiled, curly, or wavy.
11	11	1.11 Sec. 2. Minnesota Statutes 2024, section 155A.27, subdivision 2, is amended to read:
12	12	1.12 Subd. 2.Qualifications.(a) Qualifications for licensing in each classification shall be
13	13	1.13determined by the board and established by rule, and shall include educational and
14	14	1.14experiential prerequisites.
15	15	1.15 (b) A person applying for an individual license to practice as a cosmetologist, hair
16	16	1.16technician, manager, or instructor must: (1) successfully complete training on the properties
17	17	1.17of the hair and all hair types and textures, including coil, curl, or wave patterns, hair strand
18	18	1.18thicknesses, and volumes of hair; and (2) have experience providing services to individuals
19	19	1.19with hair of all types and textures, including coil, curl, or wave patterns, hair strand
20	20	1.20thicknesses, and volumes of hair.
21	21	1.21 (c) (b) The rules shall require a demonstrated knowledge of procedures necessary to
22	22	1.22protect the health and safety of the practitioner and the consumer of cosmetology services,

33	33	2.3 Sec. 3. Minnesota Statutes 2024, section 155A.2705, subdivision 3, is amended to read:
34	34	2.4 Subd. 3.Training.Hair technician training must be completed at a Minnesota-licensed
35	35	2.5cosmetology school. The training must consist of 900 hours of coursework and planned
36	36	2.6clinical instruction and experience that includes:
37	37	2.7 (1) the first 300 hours of the hair technology course that includes:
38	38	2.8 (i) student orientation;
39	39	2.9 (ii) preclinical instruction in the theory of sciences, including:
40	40	2.10 (A) muscle and bone structure and function;
41	41	2.11 (B) properties of the hair, a study of all hair types and textures, including coil, curl, or
42	42	2.12wave patterns, hair strand thicknesses, and volumes of hair, and scalp;
43	43	2.13 (C) disorders and diseases of the hair and scalp;
44	44	2.14 (D) chemistry as related to hair technology; and
45	45	2.15 (E) electricity and light related to the practice of hair technology;
46	46	2.16 (iii) theory and preclinical instruction on client and service safety prior to students
47	47	2.17offering services;
48	48	2.18 (iv) introductory service skills that are limited to the observation of an instructor
49	49	2.19demonstration, student use of mannequins, or student-to-student application of basic services
50	50	2.20related to hair technology;
51	51	2.21 (v) Minnesota statutes and rules pertaining to the regulation of hair technology;
52	52	2.22 (vi) health and safety instruction that includes:
53	53	2.23 (A) chemical safety;
54	54	2.24 (B) safety data sheets;
55	55	2.25 (C) personal protective equipment (PPE);
56	56	2.26 (D) hazardous substances; and
57	57	2.27 (E) laws and regulations related to health and public safety; and
58	58	2.28 (vii) infection control to protect the health and safety of the public and technician that
59	59	2.29includes:

72	72	3.12 (3) 300 hours in chemical hair services that includes hair and scalp analysis; providing
73	73	3.13services to individuals with all hair types and textures, including coil, curl, or wave patterns,
74	74	3.14hair strand thicknesses, and volumes of hair;, dying;, bleaching;, reactive chemicals;, keratin;,
75	75	3.15hair coloring;, permanent straightening;, permanent waving;, predisposition and strand
76	76	3.16tests;, safety precautions;, chemical mixing;, color formulation;, and the use of dye removers.
77	77	3.17 Sec. 4. Minnesota Statutes 2024, section 155A.30, subdivision 2, is amended to read:
78	78	3.18 Subd. 2.Standards.(a) The board shall by rule establish minimum standards of course
79	79	3.19content and length specific to the educational preparation prerequisite to testing and licensing
80	80	3.20as cosmetologist, esthetician, and nail technician.
81	81	3.21 (b) The cosmetologist and hair technician courses must include textured hair training
82	82	3.22that consists of theoretical and clinical instruction on working with hair with various:
83	83	3.23 (1) curl, coil, and wave patterns;
84	84	3.24 (2) hair strand thicknesses; and
85	85	3.25 (3) volumes.
86	86	3.26 Sec. 5. REPEALER.
87	87	3.27 Laws 2024, chapter 120, article 3, section 2, is repealed.
