1.1 A bill for an act 1.2 relating to public safety; amending the authority of the Independent Use of Force 1.3 Investigations Unit to investigate certain offenses that occur on state-owned military 1.4 installations; amending Minnesota Statutes 2024, section 299C.80, subdivision 3. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. Minnesota Statutes 2024, section 299C.80, subdivision 3, is amended to read: 1.7 Subd. 3.Additional duty.(a) The unit shall investigate all criminal sexual conduct 1.8cases: 1.9 (1) involving peace officers, including criminal sexual conduct cases involving chief 1.10law enforcement officers; and 1.11 (2) where a member of the Minnesota National Guard is the victim, the accused is a 1.12member of the Minnesota National Guard, and the incident occurred in Minnesota; and 1.13 (3) where any member of the armed forces of the United States is either the victim or 1.14the accused, regardless of the state of residence or the location of the assigned unit of the 1.15accused or alleged victim, and the incident occurred at a state military installation, armory, 1.16or air base, or another facility owned or controlled by the state for military purposes. 1.17 (b) The unit shall assist the agency investigating an alleged sexual assault of a member 1.18of the Minnesota National Guard by another member of the Minnesota National Guard that 1.19occurred in a jurisdiction outside of the state, if the investigating agency requests assistance 1.20from the unit. 1.21 (c) The unit may also investigate conflict of interest cases involving peace officers. 1Section 1.
