                    1.1	A bill for an act​
1.2 relating to housing; appropriating money for the Iskufilan Village Workforce​
1.3 Housing Development in St. Cloud.​
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.5 Section 1. APPROPRIATION FOR WORKFORCE HOUSING DEVELOPMENT .​
1.6 Subdivision 1.Appropriation.$5,000,000 in fiscal year 2026 is appropriated from the​
1.7general fund to the commissioner of the Minnesota Housing Finance Agency for a grant to​
1.8the Center for African Immigrants and Refugees Organization (CAIRO) for the construction​
1.9of 70 units of workforce housing as part of the Iskufilan Village development in St. Cloud,​
1.10Minnesota. The purpose of the project is to provide safe, modern, and affordable housing​
1.11for low-income and middle-income families that are frontline workers. This is a onetime​
1.12appropriation. Any amount encumbered under contract on or before June 30, 2025, is​
1.13available until June 30, 2027.​
1.14 Subd. 2.Authorized expenditures.(a) Money appropriated under this section may be​
1.15used only to construct residential housing in the Iskufilan Village.​
1.16 (1) At least ten percent of the residential units must be reserved for affordable housing.​
1.17For the purposes of this subdivision "affordable housing" means rental units targeted at​
1.18households with incomes at or below 60 percent of the area median income, adjusted for​
1.19household size, as determined by the United States Department of Housing and Urban​
1.20Development.​
1.21 (2) The remaining residential units must be designated for middle-income households.​
1.22For the purposes of this subdivision a "middle-income household" means a household​

2.6design plans that are energy-efficient, family-friendly, and provide two-, three-, and​
2.7four-bedroom units suitable for workforce families.​
2.8 (c) The Minnesota Housing Finance Agency shall oversee funding and ensure compliance​
2.9with workforce housing affordability guidelines. CAIRO must report to the commissioner​
2.10of the Housing Finance Agency on compliance with the housing requirements in paragraph​
2.11(a) when the residential housing reaches a 90 percent occupancy level.​
