44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. AID TO AMBULANCE SERVICES.​
66 1.6 Subdivision 1.Definitions.(a) For purposes of this section, the definitions in Minnesota​
77 1.7Statutes, section 144E.001, apply and the terms in this subdivision have the meanings given.​
88 1.8 (b) "EMS responses" means the number of responses reported to the director by a licensee​
99 1.9via the Minnesota state ambulance reporting system during the previous calendar year.​
1010 1.10 (c) "Response density" means the quotient of a licensee's EMS responses divided by the​
1111 1.11square mileage of the licensee's primary service area.​
1212 1.12 Subd. 2.Excluded services.The director shall exclude EMS responses by specialized​
1313 1.13life support as described under Minnesota Statutes, section 144E.101, subdivision 9, when​
1414 1.14calculating EMS responses, response density, or aid payments under this section.​
1515 1.15 Subd. 3.Multiple licenses.When a licensee, a licensee's parent company, a subsidiary​
1616 1.16of the licensee, or a subsidiary of the licensee's parent company collectively hold one or​
1717 1.17more licenses, the director must treat all such related licensees as a single licensee and the​
1818 1.18sum of the square mileages of the primary service areas as a single primary service area for​
1919 1.19the purposes of calculating EMS responses, response density, and aid payments under this​
2020 1.20section.​

3232 2.4 (b) An eligible licensee may apply to the director, in the form and manner determined​

3434 2.6 Subd. 5.Director calculations.(a) Prior to determining an aid payment amount for​
3535 2.7eligible applicants, the director must make the calculations in paragraphs (b) to (d).​
3636 2.8 (b) For each eligible applicant, the director shall determine the amount equal to dividing​
3737 2.920 percent of the amount appropriated for aid payments under this section equally among​
3838 2.10all eligible applicants.​
3939 2.11 (c) For each eligible applicant, the director shall determine the amount equal to dividing​
4040 2.1240 percent of the amount appropriated for aid payments under this section by each eligible​
4141 2.13applicant's share of the total square mileage of all eligible applicants' primary service areas.​
4242 2.14For the purposes of both calculating the total square mileage of the primary service areas​
4343 2.15of all eligible applicants and for calculating each eligible applicant's share of the total, the​
4444 2.16square mileage of each eligible applicant's primary service area is capped at 1,200 square​
4545 2.17miles.​
4646 2.18 (d) For each eligible applicant, the director shall determine the amount equal to dividing​
4747 2.1940 percent of the amount appropriated for aid payments under this section by each eligible​
4848 2.20applicant's share of the total EMS response points awarded according to clauses (1) to (4):​
4949 2.21 (1) for EMS response 1 to EMS response 500, a licensee is awarded ten points for each​
5050 2.22EMS response;​
5151 2.23 (2) for EMS response 501 to EMS response 1,500, a licensee is awarded five points for​
5252 2.24each EMS response;​
5353 2.25 (3) for EMS response 1,501 to EMS response 2,500, a licensee is awarded zero points​
5454 2.26for each EMS response; and​
5555 2.27 (4) for EMS response 2,501 and each subsequent EMS response, a licensee's points are​
5656 2.28reduced by two points for each EMS response, except a licensee's total awarded points must​
5757 2.29not be reduced below zero.​
5858 2.30 Subd. 6.Aid amount.The director must make an aid payment to an eligible applicant​
5959 2.31in the amount equal to the sum of the amounts calculated in subdivision 5, paragraphs (b)​

6363 3.2money only on expenses incurred in the provision of licensed ambulance services within​
6464 3.3the recipient's primary service area or areas. A recipient of an aid payment under this section​
6565 3.4must spend the entire amount within two calendar years after receiving the aid. Any unspent​
6666 3.5aid must be returned to the director.​
6767 3.6 Subd. 8.Payment date.The director must certify the aid payment amount for each​
6868 3.7eligible applicant and must make the full aid payment by December 31 of each calendar​
6969 3.8year.​
7070 3.9 Subd. 9.Report.(a) By December 31 of each year following the receipt of an aid payment​
7171 3.10under this section, a recipient of an aid payment must submit to the director a report​
7272 3.11summarizing how the recipient used the revenue from the aid payment made in the preceding​
7373 3.12year.​
7474 3.13 (b) By March 31 of each year following the reporting required under paragraph (a), the​
7575 3.14director must submit to the chairs and ranking minority members of the legislative committees​
7676 3.15with jurisdiction over the Office of Emergency Medical Services a report summarizing the​
7777 3.16information provided by aid recipients under paragraph (a).​
7878 3.17 Subd. 10.Appropriation.$15,000,000 in fiscal year 2026 and $15,000,000 in fiscal​
7979 3.18year 2027 are appropriated from the general fund to the Office of Emergency Medical​
8080 3.19Services for aid payments to eligible applicants under this section.​
