44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. SPECIAL EDUCATION EVALUATION.​
66 1.6 The commissioner of education must solicit a request for proposals to undertake a​
77 1.7detailed, independent analysis of the economic and educational effects of conforming​
88 1.8Minnesota's special education laws with minimum federal requirements. The report must​
99 1.9identify the special education requirements in Minnesota Statutes that exceed federal​
1010 1.10requirements for special education and analyze the educational benefits and the cost of those​
1111 1.11requirements. The report must be structured to help the kindergarten through grade 12​
1212 1.12education policy and finance committees of the legislature balance student outcomes with​
1313 1.13possible gains in time or cost efficiencies. The commissioner must submit a written report​
1414 1.14containing the analysis to the chairs and ranking minority members of the legislative​
1515 1.15committees with primary jurisdiction over kindergarten through grade 12 education by​
1616 1.16February 13, 2026, in compliance with Minnesota Statutes, section 3.195.​
1717 1.17 EFFECTIVE DATE.This section is effective the day following final enactment.​
