44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. APPROPRIATIONS; AFRICAN AMERICAN CHILD WELLNESS​
66 1.6INSTITUTE.​
77 1.7 $5,250,000 in fiscal year 2026 and $5,512,500 in fiscal year 2027 are appropriated from​
88 1.8the general fund to the commissioner of human services for a grant to the African American​
99 1.9Child Wellness Institute, a culturally specific African American mental health service​
1010 1.10provider that is a licensed community mental health center specializing in services for​
1111 1.11African American children and families of all ages from birth to end of life. The grant must​
1212 1.12be used to support the center in enhancing their capacity to offer culturally specific,​
1313 1.13comprehensive, trauma-informed, practice- and evidence-based, person- and family-centered​
1414 1.14mental health and substance use disorder services; supervision and training; and care​
1515 1.15coordination regardless of ability to pay or place of residence. $5,250,000 is added to the​
1616 1.16general fund base for this appropriation in fiscal year 2028, and $5,512,500 is added to the​
1717 1.17base for this appropriation in fiscal year 2029 and thereafter.​
