5	5	1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
6	6	1.6 Section 1. [116J.9927] PREPARE MINNESOTA.
7	7	1.7 Subdivision 1.Establishment.(a) The commissioner must establish and administer a
8	8	1.8comprehensive test and professional licensure program that must be provided at no cost to
9	9	1.9students at public higher education institutions and dislocated workers as defined in section
10	10	1.10116L.17.
11	11	1.11 (b) The program must, at a minimum, offer students and dislocated workers test
12	12	1.12preparation services for the Medical College Admission Test, Law School Admission Test,
13	13	1.13Graduate Record Examination, Graduate Management Admission Test, and other preparation
14	14	1.14programs for professional exams, including but not limited to the areas of nursing, teaching,
15	15	1.15real estate, securities, and law. The program must, at a minimum, also provide preparation
16	16	1.16for the Securities Industry Essentials exam, a Financial Paraplanner Qualified Professional
17	17	1.17exam, and a Wealth Management Specialist exam.
18	18	1.18 Subd. 2.Vendors.The commissioner must procure and contract with a vendor to provide
19	19	1.19comprehensive test and professional licensure preparation services.
20	20	1.20 Subd. 3.Priority of recipients.If money is insufficient to provide comprehensive test
21	21	1.21and professional licensure preparation to all students or dislocated workers seeking to
22	22	1.22participate in the program, the commissioner may prioritize offering the services to recipients
23	23	1.23of a state grant under section 136A.121.

32	32	Referred to Jobs and Economic Development 2.1 Subd. 4.Reporting.(a) By February 15 of each year, the commissioner must submit a
33	33	2.2report on the details of the program under this section to the legislative committees with
34	34	2.3jurisdiction over higher education finance and policy. The report must include the following
35	35	2.4information:
36	36	2.5 (1) research and analysis on the effectiveness and impact of the program that considers
37	37	2.6the following:
38	38	2.7 (i) recruitment and retention of students at eligible institutions;
39	39	2.8 (ii) the number of students who remain in Minnesota after graduating; and
40	40	2.9 (iii) the long-term value the program offers to students;
41	41	2.10 (2) the number of students who participated in the program in the prior academic year;
42	42	2.11and
43	43	2.12 (3) updated spending projections for the program.
44	44	2.13 (b) Institutions with students participating in the program must provide information to
45	45	2.14the commissioner annually to facilitate reporting.
46	46	2.15 Sec. 2. APPROPRIATION.
47	47	2.16 $5,000,000 in fiscal year 2026 and $5,000,000 in fiscal year 2027 are appropriated from
48	48	2.17the workforce development fund to the commissioner of employment and economic
49	49	2.18development to establish and administer a comprehensive test and professional licensure
50	50	2.19preparation program under Minnesota Statutes, section 116J.9927.
