1.1 A bill for an act 1.2 relating to child care; modifying great start compensation support payments; 1.3 amending Minnesota Statutes 2024, section 142D.21, subdivision 6. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. Minnesota Statutes 2024, section 142D.21, subdivision 6, is amended to read: 1.6 Subd. 6.Payments.(a) The commissioner shall provide payments under this section to 1.7all eligible programs on a noncompetitive basis. The payment amounts shall be based on 1.8the number of full-time equivalent staff who regularly care for children in the program, 1.9including any employees, sole proprietors, or independent contractors. 1.10 (b) For purposes of this section, "one full-time equivalent" is defined as an individual 1.11caring for children, participating in professional development or training, or lesson planning 1.12for 32 hours per week. An individual can count as more or less than one full-time equivalent 1.13staff, but as no more than two full-time equivalent staff. 1.14 (c) The commissioner must establish an amount to award per full-time equivalent 1.15individual who regularly cares for children in the program. 1.16 (d) Payments must be increased by ten percent for programs receiving child care 1.17assistance payments under section 142E.08 or 142E.17 or early learning scholarships under 1.18section 142D.25, or for programs located in a child care access equity area. The commissioner 1.19must develop a method for establishing child care access equity areas.
