1.1 A bill for an act 1.2 relating to transportation; establishing a disability rights and support special license 1.3 plate; appropriating money; proposing coding for new law in Minnesota Statutes, 1.4 chapter 168. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [168.1261] DISABILITY RIGHTS AND SUPPORT PLATES. 1.7 Subdivision 1.Issuance of plates.The commissioner must issue disability rights and 1.8support special plates or a single motorcycle plate to an applicant who: 1.9 (1) is a registered owner of a passenger automobile, noncommercial one-ton pickup 1.10truck, motorcycle, or recreational vehicle; 1.11 (2) pays a fee in the amount specified for special plates under section 168.12, subdivision 1.125, along with any other fees required under this chapter; 1.13 (3) pays the registration tax as required under section 168.013; 1.14 (4) contributes a minimum of $30 annually to the disability rights and support account; 1.15and 1.16 (5) complies with this chapter and rules governing registration of motor vehicles and 1.17licensing of drivers. 1.18 Subd. 2.Design.In consultation with interested groups involved in services for persons 1.19with intellectual and developmental disabilities, the commissioner must adopt a suitable 1.20plate design that includes the inscription "Disability Rights since 1950." 1Section 1. 25-04992 as introduced03/17/25 REVISOR KRB/DG SENATE STATE OF MINNESOTA S.F. No. 2938NINETY-FOURTH SESSION (SENATE AUTHORS: MILLER) OFFICIAL STATUSD-PGDATE Introduction and first reading03/24/2025 Referred to Transportation 2.1 Subd. 3.Plates transfer.On application to the commissioner and payment of a transfer 2.2fee of $5, special plates issued under this section may be transferred to another motor vehicle 2.3if the subsequent vehicle is: 2.4 (1) qualified under subdivision 1, clause (1), to bear the special plates; and 2.5 (2) registered to the same individual to whom the special plates were originally issued. 2.6 Subd. 4.Exemption.Special plates issued under this section are not subject to section 2.7168.1293, subdivision 2. 2.8 Subd. 5.Contributions; account; appropriation.Contributions collected under 2.9subdivision 1, clause (4), must be deposited in the disability rights and support account, 2.10which is established in the special revenue fund. Money in the account is appropriated to 2.11the commissioner of public safety.
