4	4	1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
5	5	1.5 Section 1. Laws 2023, chapter 62, article 1, section 11, subdivision 4, is amended to read:

7	7	1.7The base for this appropriation is $15,833,000
8	8	1.8in fiscal year 2026 and each fiscal year
9	9	1.9thereafter.
10	10	1.10The appropriations under this section are to
11	11	1.11the commissioner of administration for the
12	12	1.12purposes specified.
13	13	1.13In-Lieu of Rent. $11,129,000 each year is for
14	14	1.14space costs of the legislature and veterans
15	15	1.15organizations, ceremonial space, and
16	16	1.16statutorily free space.
17	17	1.17Public Television. (a) $1,550,000 each year
18	18	1.18is for matching grants for public television.
19	19	1.19(b) $250,000 each year is for public television
20	20	1.20equipment grants under Minnesota Statutes,
21	21	1.21section 129D.13.

30	30	Referred to State and Local Government 2.1(c) $500,000 each year is for block grants to
31	31	2.2public television under Minnesota Statutes,
32	32	2.3section 129D.13. Of this amount, up to three
33	33	2.4percent is for the commissioner of
34	34	2.5administration to administer the grants. This
35	35	2.6is a onetime appropriation.
36	36	2.7(d) The commissioner of administration must
37	37	2.8consider the recommendations of the
38	38	2.9Minnesota Public Television Association
39	39	2.10before allocating the amounts appropriated in
40	40	2.11paragraphs (a) and (b) for equipment or
41	41	2.12matching grants.
42	42	2.13Public Radio. (a) $2,392,000 the first year
43	43	2.14and $1,242,000 the second year are for
44	44	2.15community service grants to public
45	45	2.16educational radio stations. This appropriation
46	46	2.17may be used to disseminate emergency
47	47	2.18information in foreign languages. Any
48	48	2.19unencumbered balance does not cancel at the
49	49	2.20end of the first year and is available for the
50	50	2.21second year.
51	51	2.22(b) $142,000 each year is for equipment grants
52	52	2.23to public educational radio stations. This
53	53	2.24appropriation may be used for the repair,
54	54	2.25rental, and purchase of equipment including
55	55	2.26equipment under $500.
56	56	2.27(c) $850,000 the first year is for grants to the
57	57	2.28Association of Minnesota Public Educational
58	58	2.29Radio Stations for the purchase of emergency
59	59	2.30equipment and increased cybersecurity and
60	60	2.31broadcast technology. The Association of
61	61	2.32Minnesota Public Educational Radio Stations
62	62	2.33may use up to four percent of this
63	63	2.34appropriation for costs that are directly related
64	64	2Section 1.

66	66	3.2grants.
67	67	3.3(d) $1,288,000 the first year is for a grant to
68	68	3.4the Association of Minnesota Public
69	69	3.5Educational Radio Stations to provide a
70	70	3.6diverse community radio news service. Of this
71	71	3.7amount, up to $38,000 is for the commissioner
72	72	3.8of administration to administer this grant. This
73	73	3.9is a onetime appropriation and is available
74	74	3.10until June 30, 2027 2028.
75	75	3.11(e) $1,020,000 each year is for equipment
76	76	3.12grants to Minnesota Public Radio, Inc.,
77	77	3.13including upgrades to Minnesota's Emergency
78	78	3.14Alert and AMBER Alert Systems.
79	79	3.15(f) The appropriations in paragraphs (a) to (e)
80	80	3.16may not be used for indirect costs claimed by
81	81	3.17an institution or governing body.
82	82	3.18(g) The commissioner of administration must
83	83	3.19consider the recommendations of the
84	84	3.20Association of Minnesota Public Educational
85	85	3.21Radio Stations before awarding grants under
86	86	3.22Minnesota Statutes, section 129D.14, using
87	87	3.23the appropriations in paragraphs (a) to (c). No
88	88	3.24grantee is eligible for a grant unless they are
89	89	3.25a member of the Association of Minnesota
90	90	3.26Public Educational Radio Stations on or before
91	91	3.27July 1, 2023.
92	92	3.28(h) Any unencumbered balance remaining the
93	93	3.29first year for grants to public television or
94	94	3.30public radio stations does not cancel and is
95	95	3.31available for the second year.
96	96	3.32Real Estate and Construction Services.
97	97	3.33$12,000,000 the first year and $8,000,000 the
98	98	3.34second year are to facilitate space
99	99	3Section 1.

102	102	4.3to the design, remodel, equipping, and
103	103	4.4furnishing of the space. This appropriation
104	104	4.5may also be used for relocation and rent loss.
105	105	4.6This is a onetime appropriation and is
106	106	4.7available until June 30, 2027.
107	107	4.8 Sec. 2. APPROPRIATION; PUBLIC EDUCATIONAL RADIO STATIONS.
108	108	4.9 (a) $1,382,000 in fiscal year 2026 and $1,382,000 in fiscal year 2027 are appropriated
109	109	4.10from the general fund to the commissioner of administration for community service grants
110	110	4.11to public educational radio stations. This appropriation may be used to disseminate emergency
111	111	4.12information in foreign languages. Any unencumbered balance does not cancel at the end of
112	112	4.13the first year and is available for the second year. The Association of Minnesota Public
113	113	4.14Educational Radio Stations may use up to four percent of this appropriation for administrative
114	114	4.15costs.
115	115	4.16 (b) $142,000 in fiscal year 2026 and $142,000 in fiscal year 2027 are appropriated from
116	116	4.17the general fund to the commissioner of administration for equipment grants to public
117	117	4.18educational radio stations. This appropriation may be used for the repair, rental, purchase,
118	118	4.19and upgrades of equipment and software, including computer software, applications,
119	119	4.20firmware, and equipment under $500.
