1.3 engagement services pilot grant; amending Laws 2024, chapter 127, article 53,​

1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Laws 2024, chapter 127, article 53, section 2, subdivision 15, is amended to​
1.7read:​

1.8Subd. 15.Grant Programs; Adult Mental Health​
1.9Grants​
1.10(a) Locked Intensive Residential Treatment​
1.11Services. $1,000,000 in fiscal year 2025 is for​
1.12start-up funds to intensive residential treatment​
1.13services providers to provide treatment in​
1.14locked facilities for patients meeting medical​
1.15necessity criteria and who may also be referred​
1.16for competency attainment or a competency​
1.17examination under Minnesota Statutes,​
1.18sections 611.40 to 611.59. This is a onetime​
1.19appropriation. Notwithstanding Minnesota​
1.20Statutes, section 16A.28, subdivision 3, this​
1.21appropriation is available until June 30, 2027.​
1.22(b) Engagement Services Pilot Grants.​
1.23$1,500,000 in fiscal year 2025 is for​

2.8(c) Mental Health Innovation Grant​
2.9Program. $1,321,000 in fiscal year 2025 is​
2.10for the mental health innovation grant program​
2.11under Minnesota Statutes, section 245.4662.​
2.12This is a onetime appropriation.​
2.13Notwithstanding Minnesota Statutes, section​
2.1416A.28, subdivision 3, this appropriation is​
2.15available until June 30, 2026.​
2.16(d) Behavioral Health Services For​
2.17Immigrant And Refugee Communities.​
2.18$354,000 in fiscal year 2025 is for a payment​
2.19to African Immigrant Community Services to​
2.20provide culturally and linguistically​
2.21appropriate services to new Americans with​
2.22disabilities, mental health needs, and substance​
2.23use disorders and to connect such individuals​
2.24with appropriate alternative service providers​
2.25to ensure continuity of care. This is a onetime​
2.26appropriation. Notwithstanding Minnesota​
2.27Statutes, section 16A.28, subdivision 3, this​
2.28appropriation is available until June 30, 2027.​
2.29(e) Base Level Adjustment. The general fund​
2.30base is decreased by $1,811,000 in fiscal year​
2.312026 and decreased by $1,811,000 in fiscal​
2.32year 2027.​
