55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 327C.097, subdivision 3, is amended to read:​
77 1.7 Subd. 3.Notice of offer.(a) If a park owner receives an unsolicited bona fide offer to​
88 1.8purchase the park that the park owner intends to consider or make a counteroffer to, the​
99 1.9park owner's only obligation shall be to mail a notice to the Minnesota Housing Finance​
1010 1.10Agency, by certified mail, and to each park resident household, by regular mail. The notice​
1111 1.11must:​
1212 1.12 (1) indicate that the park owner has received an offer that it the park owner is considering,​
1313 1.13and it must;​
1414 1.14 (2) disclose the price range and material terms and conditions upon which the park owner​
1515 1.15would consider selling the park and consider any offer made by a representative acting on​
1616 1.16behalf of residents or a nonprofit that will become a representative acting on behalf of​
1717 1.17residents, as provided below;​
1818 1.18 (3) provide an opportunity for a representative acting on behalf of residents or a nonprofit​
1919 1.19that becomes a representative acting on behalf of residents to make an offer to purchase the​
2020 1.20park; and​
2121 1.21 (4) include a monitored email address and telephone number that residents, residents'​
2222 1.22representatives, or nonprofits may use to inquire about the sale. The provided contact​

3838 2.8 (b) The Minnesota Housing Finance Agency must, within five days of receipt of the​
3939 2.9notice required under paragraph (a), distribute a copy of the notice to any representative​
4040 2.10acting on behalf of residents and to any nonprofits that register with the agency to receive​
4141 2.11such notices. The agency shall make a list of any representatives acting on behalf of residents​
4242 2.12and any registered nonprofits publicly available on its website.​
