66 1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
77 1.7 Section 1. Minnesota Statutes 2024, section 4.076, subdivision 4, is amended to read:​
88 1.8 Subd. 4.Duties.The advisory council must:​
99 1.9 (1) advise the governor and heads of state departments and agencies on policies, programs,​
1010 1.10and services affecting traffic safety;​
1111 1.11 (2) advise the appropriate representatives of state departments on the activities of the​
1212 1.12Toward Zero Deaths program, including but not limited to educating the public about traffic​
1313 1.13safety;​
1414 1.14 (3) encourage state departments and other agencies to conduct needed research in the​
1515 1.15field of traffic safety;​
1616 1.16 (4) review recommendations of the subcommittees and working groups;​
1717 1.17 (5) review and comment on all grants dealing with traffic safety and on the development​
1818 1.18and implementation of state and local traffic safety plans; and​
1919 1.19 (6) advise the commissioner of public safety on grant agreements for projects under​
2020 1.20subdivision 5, paragraph (g); and​
2121 1.21 (6) (7) make recommendations on safe road zone safety measures under section 169.065.​

3131 2.2 Sec. 2. Minnesota Statutes 2024, section 4.076, subdivision 5, is amended to read:​
3232 2.3 Subd. 5.Administration.(a) The Office of Traffic Safety in the Department of Public​
3333 2.4Safety, in cooperation with the Departments of Transportation and Health, must serve as​
3434 2.5the host agency for the advisory council and must manage the administrative and operational​
3535 2.6aspects of the advisory council's activities. The commissioner of public safety must perform​
3636 2.7financial management on behalf of the council.​
3737 2.8 (b) The advisory council must meet no less than four times per year, or more frequently​
3838 2.9as determined by the chair, a vice chair, or a majority of the council members. The advisory​
3939 2.10council is subject to chapter 13D.​
4040 2.11 (c) The chair must regularly report to the respective commissioners on the activities of​
4141 2.12the advisory council and on the state of traffic safety in Minnesota.​
4242 2.13 (d) The terms, compensation, and appointment of members are governed by section​
4343 2.1415.059.​
4444 2.15 (e) The advisory council may appoint subcommittees and working groups. Subcommittees​
4545 2.16must consist of council members. Working groups may include nonmembers. Nonmembers​
4646 2.17on working groups must be compensated pursuant to section 15.059, subdivision 3, only​
4747 2.18for expenses incurred for working group activities.​
4848 2.19 (f) The commissioner of public safety may enter into contracts and interagency​
4949 2.20agreements for data, expertise, and research projects to inform the council. The advisory​
5050 2.21council may host an annual state traffic safety conference.​
5151 2.22 (g) The commissioner of public safety may enter into grant agreements for projects that​
5252 2.23reduce serious and fatal injury crashes. Priority for grant awards must be given to local​
5353 2.24traffic safety coalitions. Local units of government, nonprofit organizations, law enforcement​
5454 2.25agencies, and educational institutions are also eligible for grant awards.​
