55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 152.01, is amended by adding a subdivision​
77 1.7to read:​
88 1.8 Subd. 18a.Residual amount."Residual amount" means an amount of a controlled​
99 1.9substance that is not usable, regardless of whether the amount could produce a​
1010 1.10pharmacological or physiological effect.​
1111 1.11 EFFECTIVE DATE.This section is effective August 1, 2025, and applies to crimes​
1212 1.12committed on or after that date and, notwithstanding any statutory or common law to the​
1313 1.13contrary, applies retroactively to crimes committed before that date.​
