88 1.8 Subdivision 1.Employment of public health school health services consultant.The​
99 1.9Department of Health must employ a public health school health services consultant to​
1010 1.10improve health and educational outcomes among children and adolescents in educational​
1111 1.11settings.​
1212 1.12 Subd. 2.Requirements for position.The public health school health services consultant​
1313 1.13employed by the department under subdivision 1 must be a registered nurse who:​
1414 1.14 (1) is registered as a public health nurse in Minnesota;​
1515 1.15 (2) is licensed as a school nurse in Minnesota;​
1616 1.16 (3) has a minimum of three years of experience as a licensed school nurse serving schools;​
1717 1.17 (4) has demonstrated expertise in public health nursing as it relates to school health for​
1818 1.18children and adolescents in educational settings; and​
1919 1.19 (5) possesses comprehensive knowledge of population-based school health issues, access​
2020 1.20to health services in schools, public health principles, health education, school-based health​
2121 1.21services, and the relationship between health and educational outcomes.​

3232 2.3 (1) develop, implement, evaluate, and maintain state and local policies and programs​
3333 2.4that address the health needs of children and adolescents in educational settings;​
3434 2.5 (2) support educational institutions in sustaining and advancing professional skills in​
3535 2.6school health leadership, health communication, and health promotion;​
3636 2.7 (3) provide technical assistance, guidance, training, and consultation on school health​
3737 2.8best practices that enhance the health and well-being of children and adolescents in​
3838 2.9educational settings;​
3939 2.10 (4) identify, develop, and distribute resources on school health best practices to enhance​
4040 2.11the capacity and readiness of school nurses and other school health professionals to​
4141 2.12effectively and safely meet the health needs of children and adolescents in educational​
4242 2.13settings;​
4343 2.14 (5) develop and disseminate guidance for school nurses and other school health​
4444 2.15professionals on the effective implementation of health promotion activities;​
4545 2.16 (6) expand access to online and asynchronous continuing education and professional​
4646 2.17development programs for school nurses and other school health professionals, with a focus​
4747 2.18on best practices that support the health and well-being of children and adolescents in​
4848 2.19educational settings;​
4949 2.20 (7) collect school health workforce data to evaluate the effectiveness of health services​
5050 2.21provided in educational settings;​
5151 2.22 (8) collaborate with the Department of Education; school-based health centers as defined​
5252 2.23in section 145.903, subdivision 1; and other state agencies to coordinate health-related​
5353 2.24services for children and adolescents in educational settings; and​
5454 2.25 (9) provide the services and supports described in clauses (1) to (8) to public health​
5555 2.26departments, schools, and national agencies, as necessary, to address the health-related​
5656 2.27needs of children and adolescents in educational settings.​
